Climate risk management for the roots and tubers sectors in Africa. FAO Agricultural Development Economics Policy Brief 23

Even if roots and tubers are generally tolerant to poor soils and droughts, they can be affected by climate variability and change. In order to address climate risks, value chains’ actors require timely and accurate information systems, including data on market prices, and a set of crop-specific climate risk management strategies. This policy brief indicates four main interventions to reduce risks and mitigate their impact on roots and tubers: (i) integrating climate risk management into agricultural development policies and planning; (ii) develop an inclusive strategy for the provision of climate related services; (iii) facilitate contract farming arrangements to promote climatic [...]

Final evaluation of “Strengthening national policy and knowledge framework in support of sustainable management of Brazil’s forest resources”

The sustainable utilization of natural resources is a major element of rural livelihoods and economic development in Brazil. From 2011 to 2019, FAO implemented the project “Strengthening the national knowledge and information framework to foster sustainable forest resources management policies". This project helped to establish and consolidate a National Forest Inventory (NFI) model approved by, and agreed with, different partners and stakeholders in the forest sector. The focus given to institutional strengthening and data collection was strategic to achieve an unprecedented level of qualified knowledge on the topic. To date, there is some evidence on the use of NFI results [...]

COVID-19 and rural poverty: Supporting and protecting the rural poor in times of pandemic

While the immediate impact of COVID19 in most parts of the world has been primarily urban, the economic impact of COVID19 spread quickly to rural areas. In most cases, the contagion will eventually follow. Most of the world’s poor and food insecure live in rural areas, and although physical distance, relative isolation, lower population density and their own production of food play in favour for rural areas, they are particularly vulnerable to suffering severe impact from the pandemic and the ensuing economic contraction. Rural areas, particularly in the developing world, are much less prepared to deal with the direct and [...]

Sustainable crop production and COVID-19

Even before the pandemic struck, the ambitious path that was laid out by the Sustainable Development Goals (SDGs) was going to require a concerted effort to stay on track; COVID-19 has fundamentally changed the context in which Agenda 2030 was being pursued and we now risk a reversal of gains made in the last few years. The poorest and most vulnerable groups will experience the most negative effects of the current pandemic. This demographic includes subsistence farmers as well as smallholder farmers’ enterprises. This policy brief is intended for decision-makers in developing Member Countries where food security and nutrition are [...]

Mitigating the impacts of COVID-19 on the livestock sector

The COVID-19 pandemic represents an unprecedented emergency and grave societal threat. It is affecting key sectors that contribute to global food security, nutrition and livelihoods, including the livestock sector. This policy brief describes the observed and potential impacts of COVID-19 on the livestock sector, based on evidence from the ongoing crisis and past epidemics. It highlights key impacts on animal production, processing, transport, sales and consumption as well as on the poorest and most vulnerable. Finally, the brief provides examples of country responses as well as policy options for consideration by national policy makers to mitigate the impact of COVID-19 [...]

Smallholders and family farms in Serbia. Regional Initiative on Empowering Smallholders and Family Farms for Improved Rural Livelihoods and Poverty Reduction

The background for conducting country study on the challenges, needs and constraints of smallholders and family farms in the Republic of Serbia has been a wish to further strengthen the Regional Initiative on Empowering Smallholders and Family Farms and develop it towards a stronger programmatic approach at both the regional and the country level. In order to provide support to smallholders and family farms, there has been a need to develop a better understanding and knowledge platform of the main challenges, needs and constraints of smallholders and family farms in the specific country context. The objective of the country study is [...]

Social protection and COVID-19 response in rural areas

Measures to contain the spread of COVID-19 include strong restrictions of movement which dramatically change daily lives and impact agricultural livelihoods. These measures are particularly difficult for the rural poorest and most vulnerable, who tend to hold jobs and occupations which cannot be performed remotely. Many of the world’s poor depend on public spaces and movement for their livelihoods, including seasonal agricultural work and traveling to markets to sell or buy produce and/or inputs, etc. This briefs explains how social protection measures could shield the rural poor from the impact of the COVID-19 pandemic, while providing a series of social protection [...]

Migrant workers and the COVID-19 pandemic

The policy brief reviews the impacts of the COVID-19 pandemic on migrants working in agri-food systems and their families in rural areas of origin. It points out some of the policy implications and presents key policy recommendations. Measures affecting the movement of people (internally and internationally) and resulting labour shortages, will have an impact on agricultural value chains, affecting food availability and market prices globally. At the same time, large shares of migrants work under informal or casual arrangements, which leave them unprotected, vulnerable to exploitation, poverty and food insecurity, and often without access to healthcare, social protection and the measures [...]

Leveraging social protection programmes to advance climate-smart agriculture in Malawi. FAO Agricultural Development Economics Policy Brief No. 21

This brief details the three functional elements of climate vulnerability: risk exposure, sensitivity and adaptive capacity, in order to assess the interactions between participation in Malawi’s largest public works programme, the Malawi Social Action Fund (MASAF) and three widely promoted climate-smart agriculture (CSA) practices. Using three waves of national panel household survey data, we find that participation in MASAF significantly increases the likelihood that farm households adopt CSA practices. This suggests that MASAF participation improves farmers’ adaptive capacity by reducing direct and indirect constraints to adopting climate adaptive farm practices. Moreover, we empirically demonstrate that the joint treatment effect of [...]

Gender mainstreaming and climate resilience in Zambia’s cashew sector: insights for adaptation planners

This case study documents insights on gender mainstreaming practices implemented in a large-scale agriculture development project with a climate change adaptation component in Western Province, Zambia. It describes the key gender issues in the project context, as well as the gender mainstreaming practices that are in place and have potential for scaling up. Recommendations for policymakers indicate a way forward to enhance the promotion of gender equality in the context of adaptation to climate change impacts on agriculture
