Notification to members of the public on the Emergency Locust Response Project (ELRP) Environmental and Social Framework Plans

This is to bring to the attention of all stakeholders and members of the public that the Ministry of Agriculture and Food Security (MAFS) in partnership with the Food and Agriculture Organisation of the United Nations (FAO) and the United Nations Office for Project Services (UNOPS), has prepared an Environmental and Social Commitment Plan and a Stakeholder Engagement Plan for the Emergency Locust Response Project (ELRP). This is in accordance with the World Bank’s Environmental and Social Framework (2018) for all Bank-financed operations. 

The ELRP is a three-year emergency project that is part of the larger Bank-financed regional Emergency Locust Response Programme using a multiphase programmatic approach. The objective is to respond to the threat posed by the locust outbreak affecting East Africa, protect and restore livelihoods and food security, and strengthen systems for preparedness. The overall objective of the environmental and social plans is to enable the World Bank and MAFS to better manage environmental and social risks of the project and to improve development outcomes.
