Workshop for Calculation and Validation of SDG Indicator 5.a.1 from Agriculture Census 2022 Data

On September 22 and 25, FAO organized a workshop for the computation and validation of SDG Indicator 5.a.1 from Agriculture Census 2022 data in partnership with the National Statistics Office of Nepal. Around 13 participants from Nepal's National Statistics Office,  Ministry of Agriculture and Livestock Development (MoALD), and Department of Land Management and Archive (DoLMA) attended the sessions.

Background

Nepal has been chosen as one of six countries to receive technical assistance from FAO under the FMM project in order to compile the indicator from the Agriculture Census 2022. The FMM assists Nepal in developing the capacity of NSO staff to better understand the technique and estimate the indicator 5.a.1 using agriculture census data. It also assists the NSO in advocating for and communicating the results of the policy implications on agricultural land ownership to relevant policymakers and stakeholders. Two events are suggested to be organised within the FMM programme to accelerate the estimation and advocacy of the indicator 5.a.1.

Objectives

  • Review the data cleaning and preliminary results calculated by the national consultant
  • Update the outputs with comments and feedback from the FAO Statistics Division and the workshop’s participants
  • Discuss the layout of the report that describes the computation of the indicator 5.a.1 and results.

Key activities

Day-1 (September 22 )

  • Opening remarks from Dilli Raj Joshi, Deputy Chief Statistician NSO with the background of the National Sample Census of Agriculture 2021/22, implication of its results for informed decision, the SDG indicator 5.a.1 with its significance in Nepalese context, progress reporting to SDG Indicator 5.a.1, and the objectives of the workshop,
  • Presentation on 'Methodology of SDG Indicator 5.a.1 Compilation and the Procedure used in Nepal’s Agriculture Census 2022' by Dr. Mahesh Kumar Subedi, Director-NSO.
  • Demonstration of data cleaning procedure and preliminary results calculated by the national consultant,
  • Remarks and feedback by Ms. Veronica Boero, Statistician, FAO Statistics Division,
  • Discussion/interaction on the data cleaning procedure and preliminary results calculated by the national consultant,
  • Review of data cleaning and preliminary results calculated by the national consultant.

Day-2 (September 23)

  • Interactive workshop for updating the estimates as calculated and purposed by the national consultant,
  • Comments and feedback by the participants regarding the methodology and estimate procedure of the SDG indicator 5.a.1,
  • Updating the estimates incorporating the comments and feedback provided by the participants & the FAO Statistics Division.

Day-3 (September 24)

  • Interactive workshop during the demonstration of preliminary estimates calculated by the national consultant (Cont'd from the previous session),
  • Comments and feedback by the participants regarding the methodology and estimation procedure of the SDG indicator 5.a.1 till then,
  • Updating the estimates incorporating the comments and feedback provided by the participants & the FAO Statistics Division.

Day-4 (September 25)

  • Interactive participation of NSO census team for the calculation of provincial SDG Indicator 5.a.1 following the methodology/procedure as adopted for calculating the SDG Indicator 5.a.1 at national level,
  • Calculation of regional 5.a.1 estimates for both adult (male and female) 18 years and over, and for 16 years and over for Nepal’s context as suggested by Ms. Veronica Boero, FAO Statistics Division,
  • Preparation and then discussion on the layout and contents of the report.

Major outputs and recommendations

  • The workshop has reviewed the data cleaning procedures and preliminary results calculated by the national consultant,
  • The workshop has technically validated the estimating procedure and outputs,
  • The workshop has updated the outputs incorporating the comments and feedback by the participants and the FAO Statistics Division,
  • The workshop has made consensus on the layout and contents of report that describes the computation of the indicator 5.a.1.

Way forward

The SDG Indicator 5.a.1 computed from Agriculture Census 2022 data will be disseminated for public use.
