Virtual Training on Data Disaggregation and Small Area Estimation for SDG Indicators (18-24 April 2023)

From 18 to 24 April, the FAO Regional Office for Europe and Central Asia, in collaboration with the Office of the Chief Statistician in HQ, organized a virtual training to introduce statisticians and data analysts from Armenia, Georgia, Kyrgyzstan, and Moldova to small area estimation techniques.

The virtual course offered counterparts with the fundamental methodological and practical tools needed to develop simple SAE models for data disaggregation of SDG indicators using survey data. The training's practical sessions provided utilizing the open program R and scientific usage microdata files from official surveys and censuses, as well as geospatial data collected from certified data sources. During these sessions, examples of indirect estimation approaches applied to SDG indicators 2.1.2, 2.3.1, 2.3.2, and 5.a.1 were provided.

The expected outcomes of the training were the following:

  • Clarify the importance of data disaggregation in the context of the SDG monitoring framework.
  • Discuss the main challenges posed by data disaggregation for SDG indicators having surveys as their main data sources and illustrate the available methodological and practical solutions.
  • Introduce the main SAE approaches available and discuss basic unit and area level SAE models.
  • Provide practical examples based on SDG indicators under FAO custodianship, showcasing the use of selected R packages to implement SAE techniques.
  • Identify technical assistance needs of invited institutions for the implementation of future targeted activities on SAE for SDGs or other national priority indicators.
