This publication offers a rationale and a practical approach for using industrial clusters to enhance competitiveness in developing countries. While this document is not meant to be exhaustive, it presents a sound conceptual framework, lists a number of relevant competitiveness assessment tools (gap analysis, SWOT, Porter's five forces, etc.), outlines a broad process for industrial cluster development that can be used to initiate a cluster-based analyses and dialogues, and discusses the policy implications.
