This document provides guidance for FLEGT practitioners in partner countries and European Union (EU) delegations in the development of their legality definition as part of a Forest Law Enforcement, Governance and Trade (FLEGT) Voluntary Partnership Agreement (VPA) process. It is not meant to be prescriptive but rather describe useful practice based on the experiences and lessons learned from other countries engaged in FLEGT VPA legality definition development. This document describes lessons, processes, tools and structures from country experiences that have contributed to completion of a successful legality definition. Successful here means that it is widely accepted by stakeholders; economic, environmental and social issues are represented in the legislative requirements; and it is clear and practical to implement.
