Within the framework of the FAO project ‘Feeding urbanization: building prosperous small cities and towns', FAO, the Institute of Policy Analysis and Research (IPAR-Rwanda) and Rulindo District collaborated to set up a participatory governance mechanism for the urban food system. This document presents the process of creating the multi-stakeholder platform in order to mobilize the stakeholders towards the adoption of a joint Food System Resilience Agreement. The document presents the background in terms of stakeholder analysis to understand who is already involved as well as who could be involved in the governance of the urban food system, followed by the establishment of the Food Liaison Advisory Group (FLAG) that has been formed to identify pressing issues and challenges used for guiding the development of the food resilience strategy. The document presents the main results and conclusions of the FLAG working groups, as well as the conclusions, recommendations and actions to be taken by the District’s food governance mechanism in the future.
