Antecedentes
La escasez de agua es uno de los mayores desafíos del siglo XXI, especialmente para el sector agrícola. Las sequías son ya una causa importante de las malas cosechas en muchas zonas del mundo y provocan crisis de inseguridad alimentaria aguda en los países vulnerables. En vista de que la población mundial llegará a cerca de 10 000 millones en 2050, debemos producir un 50 % más de productos agroalimentarios que en 2012, lo que requerirá al menos un 20 % más de agua (El estado de los recursos de tierras y aguas del mundo para la alimentación y la agricultura, 2021). Los cambios en los regímenes de precipitaciones y el calentamiento del clima ponen en peligro la seguridad alimentaria y los medios de vida de los agricultores y las personas en todo el mundo.
En respuesta a los desafíos mencionados, el Marco mundial sobre la escasez de agua en la agricultura, una asociación patrocinada por la FAO, se presentó oficialmente en la 22.ª Conferencia de las Partes en la Convención Marco de las Naciones Unidas sobre el Cambio Climático (CMNUCC), celebrada en noviembre de 2016 en Marrakech (Marruecos), y fue posteriormente respaldado por 83 ministros a cargo de la agricultura en enero de 2017.
En el segundo Foro internacional del Marco mundial, celebrado en febrero de 2023 en Praia (Cabo Verde), mediante el Llamamiento a la acción de Praia los participantes recomendaron que: i) se invitara a todos los Estados Miembros a convertirse en asociados del Marco mundial; ii) se designara a un Estado Miembro para presidir el Marco mundial, empezando por Cabo Verde; iii) la FAO organizara, cada dos años en su Sede en Roma, un diálogo sobre el Marco mundial con todos los Estados Miembros, y iv) que se organizara el Foro del Marco mundial en Praia cada dos años para brindar a los asociados y las partes interesadas un espacio en el que pudieran compartir soluciones y avances para abordar la escasez de agua en la agricultura.
En respuesta a estas recomendaciones, la FAO incluyó el Marco mundial como uno de sus ocho compromisos con el Programa mundial de medidas sobre el agua en la Conferencia de las Naciones Unidas sobre el Agua de 2023, planteó la cuestión de la escasez de agua y el Marco mundial en los Diálogos de Roma sobre el agua y el 43.º período de sesiones de la Conferencia de la FAO, estableció las redes técnicas interregionales sobre la escasez de agua de la FAO, movilizó recursos y puso en marcha iniciativas regionales sobre este tema, como el Programa sobre la escasez de agua para Asia y el Pacífico y la Iniciativa sobre la escasez de agua en el Cercano Oriente y África del Norte. Asimismo, la iniciativa de ámbito de repercusión de valor añadido para abordar la escasez de agua para la agricultura y el medio ambiente (AWSAMe) ha comenzado sus actividades iniciales con la elaboración, ahora en curso, de cuatro propuestas de proyectos mundiales, dirigidos a promover cultivos resilientes a la sequía, nutritivos y autóctonos para hacer frente a la escasez de agua.
Se propone organizar el acto “Hacia un diálogo de alto nivel sobre el Marco mundial sobre la escasez de agua en la agricultura: Reunión técnica preparatoria” el 29 y 30 de abril de 2024 en la Sede de la FAO en Roma. En este acto técnico se preparará el diálogo de alto nivel sobre el Marco mundial, que, junto con el Diálogo de Roma sobre el agua, se celebrará durante el Foro alimentario mundial de octubre de 2024. Ambos actos consolidarán y ampliarán la asociación del Marco mundial a un mayor nivel de visibilidad, compromiso y repercusión.
Objetivos
El acto “Hacia un diálogo de alto nivel sobre el Marco mundial sobre la escasez de agua en la agricultura: Reunión técnica preparatoria” tendrá los siguientes objetivos:
1 Prepararse para el diálogo de alto nivel sobre el Marco mundial que tendrá lugar durante el Foro alimentario mundial de octubre de 2024.
2. Mejorar la colaboración y movilizar compromisos para que el Marco mundial tenga mayor repercusión y eficacia, y acordar sus principales mecanismos operativos.
3. Compartir las experiencias y los conocimientos de los países e iniciativas mundiales y regionales de la FAO al abordar la escasez de agua.
4. Formular recomendaciones sobre las prioridades a la hora de abordar la escasez de agua en la agricultura y hacer recomendaciones a los procesos mundiales relativos al agua, como la Semana Mundial del Agua y el Foro Mundial del Agua.
Resultados previstos
1. Recomendar prioridades relativas al Marco mundial para el período 2025-2031, en apoyo de la aplicación del Marco estratégico de la FAO para 2022-2031.
2. Recomendar un proceso para establecer un Comité Directivo dirigido por los Miembros del Marco mundial para octubre de 2024.
3. Compartir conocimientos y experiencias sobre cómo abordar la escasez de agua en la agricultura.
4. Elaborar un borrador de la Declaración de Roma sobre la escasez de agua en la agricultura, que se presentará para su aprobación durante el diálogo de alto nivel sobre el Marco mundial.
