Informations générales

La pénurie d’eau est l’un des principaux enjeux du XXIe siècle, en particulier dans le secteur agricole. Les sécheresses sont déjà une cause majeure de mauvaises récoltes dans de nombreuses régions du monde et d’insécurité alimentaire aiguë dans les pays vulnérables. Étant donné que la population mondiale devrait atteindre 10 milliards de personnes en 2050, nous devrons produire 50 pour cent de produits agroalimentaires de plus qu’en 2012, ce qui exigera au moins 20 pour cent d’eau en plus (L’État des ressources en terres et en eau pour l’alimentation et l’agriculture dans le monde, 2021). L’évolution du régime des précipitations et le réchauffement climatique mettent en péril la sécurité alimentaire et les moyens d’existence des agriculteurs et des populations du monde entier.

En réponse à ces difficultés, le Cadre mondial contre la pénurie d’eau dans l’agriculture (WASAG), un partenariat hébergé par la FAO, a été officiellement lancé à la 22e session de la Conférence des parties à la Convention-cadre des Nations Unies sur les changements climatiques (CCNUCC) en novembre 2016, à Marrakech (Maroc), puis approuvé par 83 ministres chargés de l’agriculture en janvier 2017.

Lors du deuxième Forum international du Cadre mondial, tenu en février 2023 à Praia (Cabo Verde), les participants ont publié l’Appel à l’action de Praia, dans lequel ils ont recommandé: i) que tous les pays membres soient invités à devenir des partenaires du Cadre mondial; ii) qu’un pays membre soit nommé à la présidence du Cadre mondial, à commencer par Cabo Verde; iii) que la FAO organise tous les deux ans à son siège, à Rome, un dialogue sur le Cadre mondial avec tous les pays membres; iv) que le Forum du Cadre mondial se réunisse à Praia tous les deux ans, afin que les partenaires et les parties prenantes puissent échanger des solutions et faire part des progrès réalisés face à la pénurie d’eau dans le secteur agricole.

En application de ces recommandations, la FAO a fait du Cadre mondial l’un des huit engagements qu’elle a pris en faveur du Programme d’action mondial pour l’eau lors de la Conférence des Nations Unies sur l’eau de 2023, a mis en avant la pénurie d’eau et le Cadre mondial à l’occasion des dialogues de Rome sur l’eau et de la 43e session de la Conférence de la FAO, a créé des réseaux techniques interrégionaux sur la pénurie d’eau, a mobilisé des ressources et a mené des initiatives régionales en rapport avec la pénurie d’eau, comme le Programme sur la pénurie d’eau en Asie et dans le Pacifique et l’Initiative régionale sur la pénurie d’eau au Proche-Orient et en Afrique du Nord. En outre, les premières activités du domaine d’impact à valeur ajoutée concernant la lutte contre la pénurie d’eau pour l’agriculture et l’environnement ont commencé. On procède ainsi actuellement à la formulation de quatre propositions de projets mondiaux qui ont pour objet de promouvoir des cultures autochtones, nutritives et résistantes à la sécheresse qui permettent de faire face aux problèmes de rareté de l’eau. 

Il est proposé dans le présent document d’organiser une manifestation intitulée « Vers un dialogue de haut niveau sur le Cadre mondial contre la pénurie d’eau dans l’agriculture – Réunion préparatoire technique » les 29 et 30 avril 2024 au siège de la FAO, à Rome. Cette manifestation technique servira à préparer le dialogue technique de haut niveau sur le Cadre mondial, qui, tout comme le Dialogue de Rome sur l’eau, se tiendra pendant le Forum mondial de l’alimentation (FMA) en octobre 2024. Les deux manifestations renforceront et élargiront le partenariat autour du Cadre mondial et amélioreront la visibilité, l’engagement et les effets obtenus. 

Objectifs

La manifestation « Vers un dialogue de haut niveau sur le Cadre mondial contre la pénurie d’eau dans l’agriculture – Réunion préparatoire technique » aura les objectifs suivants :

  1. préparer le dialogue de haut niveau sur le Cadre mondial, qui aura lieu pendant le FMA en octobre 2024;
  2. renforcer la collaboration et obtenir des engagements, de façon à accroître les effets et l’efficacité du Cadre mondial, et convenir des principaux mécanismes de fonctionnement du Cadre;
  3. mettre en commun des données d’expérience et des connaissances sur les interventions des pays et les initiatives mondiales et régionales de la FAO face à la pénurie d’eau;
  4. formuler des recommandations concernant les actions prioritaires à mener face à la pénurie d’eau dans l’agriculture, ainsi que des recommandations destinées aux processus mondiaux dans le domaine de l’eau, comme les prochaines éditions de la Semaine mondiale de l’eau et du Forum mondial de l’eau.

Résultats escomptés

  1. Recommandations sur les priorités du Cadre mondial pour la période 2025-2031, à l’appui de la mise en œuvre du Cadre stratégique 2022-2031 de la FAO
  2. Recommandations concernant un processus servant à établir d’ici octobre 2024 un comité directeur du Cadre qui soit dirigé par les membres
  3. Mise en commun de connaissances et de données d’expérience relatives à la gestion de la pénurie d’eau dans l’agriculture
  4. Projet de déclaration de Rome sur la pénurie d’eau dans l’agriculture, qui sera présenté pour adoption lors du Dialogue de haut niveau sur le Cadre mondial
