Общая информация

Дефицит водных ресурсов – одна из серьезнейших проблем XXI века, причем в особой мере она затрагивает сельскохозяйственный сектор. В настоящее время засуха является одной из основных причин неурожая во многих регионах мира, а также кризисной ситуации, складывающейся в связи с тяжелым отсутствием продовольственной безопасности в уязвимых странах. Учитывая, что к 2050 году население Земли достигнет примерно 10 млрд человек, объем производства агропродовольственной продукции должен быть увеличен на 50 процентов по отношению к показателю 2012 года, что приведет к росту потребности в водных ресурсах по меньшей мере на 20 процентов (СОЛАВ, 2021). Из-за изменения режима выпадения осадков и потепления климата продовольственная безопасность и источники средств к существованию фермеров и других категорий населения во всем мире оказываются под угрозой. 

В целях решения обозначенных выше проблем в ходе проходившей в ноябре 2016 года в Марракеше, Марокко, 22‑й Конференции Сторон Рамочной конвенции Организации Объединенных Наций об изменении климата (РКИКООН) было официально объявлено о создании при ФАО Глобального рамочного механизма в поддержку решения проблемы дефицита воды в сельском хозяйстве (ДВСХ), и это решение было одобрено 83 министрами сельского хозяйства в январе 2017 года. 

Участниками состоявшегося в феврале 2023 года в Прае, Кабо-Верде, второго Международного форума Глобального рамочного механизма в поддержку решения проблемы дефицита воды в сельском хозяйстве (ДВСХ) был принят Прайский призыв к действиям, в соответствии с которым: i) всем странам-членам предлагается стать партнерами ДВСХ; ii) председателем ДВСХ должна назначаться одна из стран-членов, и первым председателем будет назначена Кабо-Верде; iii) каждые два года ФАО должна организовывать проведение в своей штаб-квартире в Риме диалога по ДВСХ с участием всех стран-членов; и iv) в годы, когда диалог не проводится, в Прае должен проводиться форум ДВСХ, в рамках которого партнерам и заинтересованным сторонам должна предоставляться возможность рассказать о решениях по преодолению дефицита воды в сельском хозяйстве и об успехах, достигнутых в этой деятельности. 

Приняв эти рекомендации во внимание, ФАО включила ДВСХ в список своих восьми обязательств в рамках Глобальной программы действий в области водных ресурсов, принятой на Конференции ООН по водным ресурсам 2023 года; интегрировала вопросы, связанные с дефицитом воды и ДВСХ, в повестку дня Римского диалога по водным ресурсам и 43-й сессии Конференции ФАО; учредила межрегиональные технические сети ФАО по проблеме дефицита воды; мобилизовала необходимые ресурсы и осуществила ряд региональных инициатив по преодолению дефицита водных ресурсов, например Программу преодоления дефицита водных ресурсов в Азиатско-Тихоокеанском регионе и Инициативу по преодолению дефицита водных ресурсов на Ближнем Востоке и в Северной Африке. Кроме того, было объявлено о начале осуществления Инициативы по решению проблемы дефицита водных ресурсов в сельском хозяйстве и окружающей среде (AWSAMe), которая относится к числу инициатив со значимым воздействием, и о подготовке в рамках соответствующей работы четырех предложений по реализации глобальных проектов, призванных содействовать переходу на местные засухоустойчивые, богатые питательными веществами культуры в целях борьбы с дефицитом водных ресурсов.  

В связи с этим предлагается провести мероприятие "На пути к Диалогу на высоком уровне по Глобальному рамочному механизму в поддержку решения проблемы дефицита воды в сельском хозяйстве (ДВСХ) – техническое подготовительное совещание" 29–30 апреля 2024 года в штаб-квартире ФАО в Риме. Перед участниками данного технического совещания будет стоять задача провести подготовку к Диалогу на высоком уровне по ДВСХ, который, как и Римский диалог по водным ресурсам, состоится в рамках Всемирного продовольственного форума (ВПФ) в октябре 2024 года. Проведение обоих мероприятий позволит консолидировать усилия ДВСХ и привлечь к работе данного партнерства дополнительное внимание, увеличить масштаб обязательств и повысить эффективность работы по их выполнению.  

Цели мероприятия

Мероприятие "На пути к Диалогу на высоком уровне по ДВСХ – техническое подготовительное совещание" проводится с тем, чтобы обеспечить решение следующих задач: 

1. подготовиться к проведению Диалога на высоком уровне по ДВСХ, который состоится в рамках ВПФ в октябре 2024 года; 

2. расширить сотрудничество и укрепить обязательства в целях повышения результативности и эффективности работы ДВСХ; и утвердить структуру основных оперативных механизмов ДВСХ; 

3. обменяться опытом и знаниями, накопленными странами в области решения проблемы дефицита воды и при осуществлении соответствующих глобальных и региональных инициатив ФАО; и 

4. подготовить рекомендации о приоритетных направлениях работы по решению проблемы дефицита водных ресурсов в сельском хозяйстве и относительно глобальных процессов, связанных с водными ресурсами, таких как предстоящая Всемирная неделя воды и Всемирный водный форум. 

Ожидаемые итоги

1. Рекомендации по приоритетным направлениям работы ДВСХ на период 2025–2031 годов в поддержку осуществления Стратегической рамочной программы ФАО на 2022–2031 годы; 

2. рекомендации по процессу учреждения к октябрю 2024 года Руководящего комитета ДВСХ, деятельность которого будет осуществляться под руководством членов; 

3. обмен знаниями и опытом в области решения проблемы дефицита водных ресурсов в сельском хозяйстве; 

4. проект Римской декларации о дефиците водных ресурсов в сельском хозяйстве, который будет представлен на утверждение в ходе Диалога на высоком уровне по ДВСХ.
