The Energy Sector Strategic Plan (ESSP) for 2018/19-2023/24 presents the current status of, and plans for, the energy sector, covering its three subsectors: electricity, biomass and petroleum. It is mutually reinforcing with the Rwanda Energy Policy (2015), which outlines a long-term vision, provides high-level goals, and recommends approaches for achieving that vision.

The high-level target objectives under this strategic plan are mostly relevant to universal access to electricity. The objective for clean cooking was set as “halve the number of households using traditional cooking technologies to achieve a sustainable balance between supply and demand of biomass through promotion of most energy efficient technologies”.
