The objective of the strategy is to promote the sustainable production and efficient use of forest biomass as a non-conventional renewable energy and to contribute to the security and energy independence of the country through the inclusion and delivery of capacities to small owners of native forests, plantations and micro-enterprises in the sector. To fulfill the objective, 3 major stages are proposed, Dynamization, Maturation and Consolidation, each of which presents guidelines and goals.
