Biomass Energy Strategy (BEST) - Rwanda

Following a request from the Ministry of Infrastructure of Rwanda, the EUEI Partnership Dialogue Facility (PDF) supported the development of a national Biomass Energy Strategy (BEST) with a particular focus on improvements to the charcoal supply chain. The goal of the strategy is to ensure a more sustainable supply of biomass energy (e.g. firewood and charcoal) and to promote access to modern fuels as well as to efficient biomass combustion technologies for households and small enterprises. Following prioritisation of the recommendations by the government, a final strategy has been adopted and implemented. 

One significant finding is that farmers can and do grow trees profitably for commercialising fuelwood and charcoal (amongst other wood products), since wild tree growth is very scarce.
