The overall objective of this Energy Policy is to ensure affordable, competitive, sustainable and reliable supply of energy at the least cost in order to achieve the national and county development needs, while protecting and conserving the environment for inter-generational benefits.

This Policy document is organized into nine chapters: 1) Introduction 2) Coal Resources; 3) Renewable Energy; 4) Electricity; 5) Energy Efficiency and Conservation; 6) Land, Environment, Health and Safety; 7) Devolution and Provision of Energy Services; 8) Energy Financing, Pricing and Socio-Economic Issues; and 9) Cross Cutting Issues.
