The Policy has three strategic objectives, namely (a) Valuing the country's real renewable energy potential, (b) Promoting technologies for the development of renewable energy resources and (c) Promoting the emergence of an institutional governance environment and regulations conducive to renewable energy development.

It has strategic elements to reduce wood energy consumption through introduction of alternative energy and to ensure sustainable recovery of biomass energy to meet domestic fuel needs and to produce biofuels.
