This document is structured in two main parts: the first part about general context of the forest sector and the second part about vision, objectives, and strategic axes. It proposes a strategy and a mechanism for implementing this policy and briefly discusses the framework for monitoring and evaluating the policy.

It presents, among others, several interventions on wood energy, including
- development and implementation of a wood energy program aiming at meeting the needs of the country, especially those of the main urban centers
- afforestation and reforestation with fast-growing species
- creation of a specialized service responsible for wood energy issues
- supporting small and medium-sized enterprises in the wood energy sector (production, processing, and marketing)
- development of efficient carbonization techniques
- promotion of techniques to reduce wood consumption in households
- study ways and means to introduce a tax on wood energy with a view to partly supplying the National Forest Fund
