This document is an independent study to identify different options in support of an improved functioning of the Fishery Committee for the Eastern Central Atlantic (CECAF) including a cost-benefit analysis (CBA). Its focus is on the financial and capacity-building dimensions, since all indications are that CECAF is performing irreplaceable regional fisheries research application and fisheries management functions. However, it is doing this with limited capacity and finance. CECAF is tasked with providing advice that promotes the sustainable utilization of the living marine resources within its area of competence by the proper management and development of the fisheries and fishing operations. The key questions for this assignment centred upon evaluating the future institutional and financing options that would best allow it to achieve this.
