117. Discussion of employment conditions for National Experts employed at NACA HQ centered on the necessity to provide employment conditions, including salaries sufficiently attractive to recruit and retain highly qualified scientists from the region and the problem of limited funding resources. It was recognized that the employment conditions (proposed in NACA/PGC-2/WP/08 and which appears as Annex XXIV) were based on the practices of other inter-governmental organizations in Bangkok. These were suggested for use on an interim basis and might require reconsideration and revision with changing circumstances and in accordance with the needs of NACA in its future development. On the basis of the above, the Council adopted the recommendations contained in the report cited above.
