3. EQUIPMENT

3.1 Procedures used

(12) For the HQ a list of general equipment has been prepared on the basis of a number of discussions between the Director FRI and the consultants, including the World Bank procurement consultant. The list is based on needs for smooth functioning of the overall administrative tasks of HQ, as well as on those for its more specific responsibilities in engineering, training, documentation, publication, and public relations. Since the HQ represent a new setup, practically no equipment was available already.

(13) At FARS and RFRS all researchers were asked by the CSO's to prepare lists of equipment they thought to be helpful for the implementation of their research projects (specified in the research masterplan) during the coming 5 years. These (compiled) lists were then screened by the team of consultants, and adapted according to the following considerations:

• equipment that can not be used without the help of specialized technicians should be replaced as far as possible by more suitable items;

• expensive equipment that is mentioned in the lists of different programmes (and that is not expected to be used full-time in one of them) should be shared and bought only once;
• the available equipment at FARS and RFRS was checked; as far as it is in good condition or repairable it should not be bought again;
• items that were missed by the researchers should be added to the lists;
• equipment that is expected to be of general use for the various research programmes of a station should be taken out of the lists of the programmes, and mentioned on a general list for the station concerned; this general list should in principle be bought from IDA funds;
• the remaining equipment in the lists of the individual programmes should partly be bought from contract research funds; the items that are expected to be acceptable under the capital expenses head of the planned contract research requests should be earmarked as such; the more general equipment in the programme lists (usable for more projects) should be bought from IDA funds;

• equipment that is (planned to be) procured by other donors (DANIDA, IDRC) should be earmarked as such and not be mentioned in the lists for IDA funding.

(14) To the equipment lists of HQ, FARS and RFRS price estimates were added by the consultants. Specifications were only given as far as they were supposed to be of critical importance. The lists were thereafter again presented to the FRI management for comments. The final lists then were delivered to the World Bank procurement consultant, who prepares further specifications (in mutual discussions with FRI management and the other consultants), and who prepared the tender documents. All specifications were completed in early 1987 and are with the procurement authority of FRI.

(15) For BFRS a preliminary list of scientific equipment was prepared by the shrimp consultant, and included as Table 5 in TA-report No 5 (Research Plans for the BFRS, July 1986). This list will be completed and specified for procurement by the local and expatriate shrimp specialists in the course of 1987. For preliminary information, the first list has been included in the present report. Thereabove, this new station is in need of general equipment (for the functioning of the station itself), that is listed and specified by the Aquaculture Engineer in October 1986. This list, with price estimates, is taken up in the present report (Table 6); the listed equipment has to be ordered as soon as construction starts.

(16) For MFRS a list of equipment will be made during preparation of the research projects for this station by the national and expatriate consultants in 1987. Although a budget provision for MFRS equipment of 15 lakh Taka is suggested in the present report, still a number of necessary items will have to be included in the contract research requests that will be prepared by the Product Development and Coastal Aquaculture Specialists in the course of 1987.

3.2 Equipment for HQ

(17) A complete list of equipment to be procured for FRI-HQ is presented in Table 1.

(18) The amount of money needed for the equipment for FRI-HQ as listed in Table 1 totals to US$ 36,100.- or (approximately) 10,8 lakh Taka. The whole amount will have to be covered by IDA funds.

3.3 Equipment for FARS

(19) A complete list of equipment to be procured for the various research programmes as well as for general purposes for FARS is presented in Table 2. In this list a number of items that can be bought locally are proposed to be covered by DANIDA-funds, whereas some items that DANIDA planned to procure from abroad are proposed to be covered by IDA-funds. By doing so, two problems are overcome:

• DANIDA has no funds any more in the project for CDST; on local purchases no CDST are due;

• IDA can only reimburse 70 % of local purchases; if DANIDA takes care of them the problem of the other 30 % is solved.

(20) The amount of IDA-funds needed for procurement of the equipment for FARS as mentioned in Table 2 (excluding contract research funds) totals to US$ 137, 250 .- or (approximately) 41.2 lakh Taka.

3.4 Equipment for RFRS

(21) A complete list of equipment to be procured for the various research programmes as well as for general purposes for RFRS is presented in Table 3.

(22) The amount of IDA-funds needed for procurement of the equipment for RFRS as mentioned in Table 3 (excluding contract research funds) totals to US$ 34,300.- or (approximately) 10.3 lakh Taka.

3.5 Summary of data for HQ/FARS/RFRS

(23) In Table 4 all cost data from Tables 1, 2 and 3 are summarized. It appears, that the total amount of IDA funds needed for procurement and repair of equipment comes to US$ 207,650.- or (approximately) 62.3 lakh Taka, which is in accordance with the available budget of 62.5 lakh Taka mentioned in section (08). It is assumed, that costs for transportation and insurance will be covered by the price estimates provided in Tables 1, 2 and 3.

The contributions for purchase of equipment by DANIDA and IDRC amount to US$ 34,980 (10.5 lakh Taka) and US$ 70,000 (21.0 lakh Taka) respectively.

From contract research funds US$ 107,535 (32.2 lakh Taka) will be needed for capital items (including glassware and chemicals); this is only 8% of the available contract research funds for FRI (400 lakh Taka).

3.6 Equipment for BFRS

(24) As has been stated before, a complete list of equipment for the Brackishwater Fisheries Research Station can only be made in the course of 1987. A very preliminary list of research equipment is available, however, and is presented in Table 5; this list does not show specifications and prices, since these are very much dependent of new developments and international currency rates.

(25) Table 6 is a definite list of equipment needed for the installation of the station itself, as it is prepared by the expatriate Aquaculture Engineer in charge of the design of the station. This equipment will have to be ordered earlier, preferably when construction starts, and in deliberation with the selected local engineering company (N.B.: part of this equipment will have to be installed before the construction of buildings and the pond complex can be finalized).

(26) The total amount of US$ needed for installation equipment for BFRS is US$ 104,210 or approximately 31.3 lakh Taka. Since only US$ 130,000 (39.12 lakh Taka) is available for the complete equipment needs of the Station, the remaining amount for research equipment of about 25,800 US$ might be rather short. Although it can be supplemented from the contingencies for BFRS, it is also suggested that part of the installation equipment is taken up in the construction contract.

3.7 Equipment for MFRS

(27) As indicated before, it is suggested to re-allocate 15 lakh Taka to MFRS for procurement and repair of research equipment. Specifications will be made by consultants in the course of 1987, based on the research projects worked out.
