I. OFFICERS OF THE COUNCIL
1. The Council shall elect a first Vice-Chairman and a second Vice-Chairman at its first meeting and thereafter annually following upon the election by the Conference to fill vacancies on the Council.
2. The Chairman, or, in the event of his absence, one of the Vice-Chairmen shall preside at meetings of the Council and exercise such other functions as are attributed to the Chairman by the Rules of Procedure of the Organization.
3. In the absence from any meeting of the Chairman and the Vice-Chairman, the Council shall appoint one of its members to take the chair.
II. SESSIONS
1. The Council shall hold regular or special sessions as provided for in Rule XXV (2). Special sessions would normally be convened to consider specific urgent questions calling for action by the Council.
2. Ten members present at any meeting shall constitute a quorum for any formal action by the Council.
3. Each session of the Council shall be held at the seat of FAO unless in pursuance of a previous decision of the Council or at the request of a majority of its Members another place is designated.
4. Notice of the date of each regular session shall be communicated to all Member Governments of FAO at least 2 months in advance of the session. In the case of special sessions this notice may be reduced to two weeks.
5. Plenary meetings of the Council shall be public. The other meetings of the Council shall be private unless the Council decides otherwise.
III. AGENDA
1. The first item on the provisional agenda of any session of the Council shall be the adoption of the agenda.
2. The provisional agenda for each session shall be communicated
to all Members of FAO, the United Nations, such specialized agencies as have concluded formal agreements with FAO;
to such non-governmental organizations and such other international organizations as the Council may, from time to time, decide to invite to its sessions.
IV. VOTING
1. Each member nation represented on the Council shall have one vote.
2. If the representative of a member of the Council is serving as Chairman, the alternate or associate acting for him shall be permitted to participate in the proceedings and to vote in the Council.
3. Decisions of the Council shall be made by a majority of the members present and voting.
4. The vote of each member participating in any roll call shall be inserted in the record.
5. On decisions relating to individuals, or in other cases where the Council so decides, a secret ballot shall be taken.
V. COMMITTEES
1. Committees may elect their own officers and determine their own procedures, except when otherwise specified.
2. The Council shall appoint a committee on relationships with other international organizations including non-governmental organizations as recommended by the Second Session of the FAO Conference.
VI. RECORDS AND REPORTS
1. Summary records of the meetings of the Council, its committees and subsidiary bodies shall be kept by the Secretariat. They shall be sent as soon as possible to all members participating in the meeting, who shall inform the Secretariat within one month of any changes they wish to have made. These summary records of meetings of the Council shall be sent as soon as possible after the close of the session to all Members of FAO.
2. The Director-General shall communicate, as soon as possible after the end of each regular session, a report embodying the text of all resolutions, recommendations, and other formal decisions adopted by the Council including, when requested, a statement of minority views, to all Members of FAO, the United Nations, and the specialized agencies and non-governmental organizations with which FAO has established relationship.
3. Documents to be prepared for and used by the Council in its work shall be treated as confidential unless the Council or Director-General decides otherwise.
VII. EXPENSES
1. The Director-General shall, in consultation with the Committee on Financial Control, determine the actual allowances in conformity with the travel regulations of the Organization.
2. The respective Governments shall be responsible for allowance of their representatives while in attendance at the meetings and shall also be responsible for all travel and other expenses incurred by alternates, associates and advisers.
VIII. AMENDMENT OF RULES
1. The Council may decide to amend its own Rules of Procedure, providing that such action is consistent with the Constitution and the Rules of Procedure of FAO.
2. A rule of procedure of the Council may be suspended by the Council provided that twenty-four hours' notice of the proposal for the suspension has been given. The notice may be waived if no member objects.
