The Council appointed a Working Party to consider the proposed General Staff Regulations submitted by the Director-General under cover of his memorandum (CL 4/7). The Working Party recommended a number of amendments to the proposed regulations, particulars of which were set out in the Working Party's Report.
The Council adopts the Report of the Working Party (CL 4/15) and approves the regulations as amended by that body, which become effective from 12 November 1948.
Having been informed by the Director-General that he is proposing to invite the Conference to consider the establishment of an Administrative Tribunal as prescribed in Article XV of the constitution, the Council understands that any action by the Conference on the subject may entail a reconsideration of the Regulation recommending the establishment of an Internal Appeals Committee to advise the Director-General in the case of appeals against disciplinary action.
