| In considering these questions, the Working Party should view problems of surpluses in perspective and should bear in mind the continuing essential need for active steps to raise consumption levels in line with policies of selective expansion of agricultural production and with special reference to the need for raising consumption in underdeveloped areas and among vulnerable groups. The terms of reference should be interpreted in a flexible way.
