On 18 April 1957, the Government of Syria and the Director-General initialled the text of two Agreements providing for the establishment of a Regional Forestry Research Institute and a Regional Forest Rangers School (see document C 57/42). The Council, not having had time to give sufficient consideration to the provisions of the proposed agreements decided to refer the matter to the Conference, drawing attention to the fact that Article XIII of the draft agreements would have to be amended. Furthermore, the work carried out by the Director-General in preparing the Program of Work for 1958–59 and certain suggestions made to him during the Council in June 1957, have led him to suggest the inclusion of one or two additional sub-items and the regrouping of already existing sub-items in a more logical sequence under that item. | 10. At its Twenty-Sixth Session held in June 1957, the Council had noted that both Plans A and B suggested in the report of the Ad Hoc Committee on the Organizational Structure of FAO (C 57/4) would involve amendments to the Constitution, the Rules of Procedure and the Financial Regulations. It had accordingly requested the Director-General to give Member Nations notice of the draft amendments to the Constitution and this was done by the Director. General's letter G-92 of 2 July 1957. With regard to the Rules of Procedure and Financial Regulations, the Council had decided to establish a Sub-Committee to assist the Director-General in preparing consequential amendments resulting from both Plans A and B. This Sub-Committee met in September 1957 under the chairmanship of Sir Donald Vandepeer and prepared a report containing proposed draft amendments (C 57/35). | 10. | 12. The Council noted the Report of the Twenty-Ninth Session of the Committee on Commodity Problems (C 57/12) and decided to transmit it to the Conference. The Council at its Twenty-Sixth Session had asked the Director-General to report upon the system to be followed in future in measuring the geographical distribution of the Professional staff of the Organization. This report, as well as information on the present geographical distribution of the Professional staff, was submitted to the Twenty-Seventh Session of the Council. | 13. | 15. The Council stressed the necessity of ensuring that paramount importance be placed on competence and efficiency in recruitment. On information available at the time, the Council at its Twenty-Fifth Session accepted a proposal that, in response to an application for consultative status, the World Veterans Federation (WVF) should be granted liaison status (see C 57/37, page 4). | 20. The WVF and the Director-General have since produced evidence of effective and intensive cooperation on the part of the Federation, particularly in the field of the Expanded Technical Assistance Program and as regards making the work of FAO known to its large and widespread membership. The Council therefore believes that a grant of consultative status to the WVF would be consistent with the principles governing the granting of status and recommends accordingly. | 21. The Council was also informed that an application for consultative status had been received on the eve of the Council Session from the Association of European Jute Industries and that as a consequence the Director-General had not had sufficient time in which to arrange for it to be duly studied and to formulate his views on it. As a result, the Council decided that the case could not be placed before the Conference at its Ninth Session. | 22. | 23. The Council learned with deep regret of the decision of the Deputy Director-General, Sir Herbert Broadley, to retire from that post on 30 June 1958. The Council expressed its keen appreciation of the untiring services which Sir Herbert Broadley had rendered to international cooperation in general, and to the Food and Agriculture Organization of the United Nations in particular, since his appointment as Deputy Director-General in June 1948. The Council also unanimously concurred with the Director-General's proposal to appoint Dr. F.T. Wahlen, who had so eminently served the Organization as Director of Agriculture, to the post of Deputy Director-General upon the retirement of Sir Herbert Broadley. | 23.
