THE CATCH ASSESSMENT SURVEY REFRESHER COURSE MANUAL FOR FIELD STAFF ON LAKES VICTORIA, EDWARD - GEORGE AND ALBERT.

Abstract
This manual describes in brief the items a field staff involved in the survey must have, the basis of execution of the proposed CAS system to be implemented and details the Action Plan envisaged throughout the survey operations up to the time it is completed.
A highlight is made to the effect that the timely submission of reports forms an important element in the disbursement of Performance Related Allowances.

CATCH ASSESSMENT REFRESHER COURSE FOR LAKE VICTORIA FIELD STAFF.

For the purpose of this refresher course and in order that a smooth implementation of our planned Catch Assessment Survey (CAS) exercise in different Substrata goes as expected, each one of you should have a complete manual composed of the following :

1. List of personnel, one person per Substratum, involved in the Project field activities.

On this list, each and every ones minor stratum (substratum) and their present location are indicated for each major stratum. In Tororo, Jinja and Entebbe Regions, each has two (2) Major Strata : A Mainland Major Stratum and an Islands major Stratum.

On the other hand, Masaka and Ssese Islands regions, each has only one Major Stratum. Masaka having one Mainland Stratum while Ssese has only one Islands Major Stratum.

2. Three Calendars for the months of March, April & May.

3. List of selected landings to be visited each month.

4. A Substratum spreadsheet showing the landings, number of fishing canoes and their associated % probability occurrance in that Substratum.

5. Catch Assessment Forms :

  1. Form 1 : Daily Landing Statistics.

  2. Form 2 : Expansion of Daily Landing Totals For Minor Strata.

  3. Form 3 : Major Stratum CAS Summary Sheet.

6. A Map Showing Minor Strata in each respective Major Stratum.

ARRANGING SURVEY EXECUTION :

The coming Catch Assessment Survey will be based on a sampling method and at times a complete census approach in respect of enumeration units at chosen landings.

The system is kept very simple but maximises capture of required data based on the present manpower situation, location, and logistical differences within substrata.

THE PLAN OF ACTION FOR THE PROPOSED CATCH ASSESSMENT SURVEY :

The Headquarters is always to provide the R.F.O well in advance with the following survey items which will be passed to field staff in advance to facilitate their visits to selected landings during the month :

  1. Calendars (one per month per substratum).
  2. List of selected Landings in a substratum.
  3. CAS Forms 1, 2, & 3.

The calendars so produced have been appropriately marked with three probable schemes. These schemes, whose KEY appears below the calendar, represent various proposed Sampling Schemes, one of which has been chosen and is FIXED for each Substratum.

The list of selected landings is a basis for field operations during the calendar month. The DATE column is with reference to that day's occurrence with respect to the Substratum's allocated Sampling Scheme. For aiding memory, the map codes for the selected landings have been included on this list.

CAS Forms bear the adopted format to use in entering Substratum information on the form (Daily - FORM 1, Expansion of Daily Landing Total - FORM 2, Monthly CAS Summary - FORM 3).

ALLOCATION OF LANDINGS DURING THE MONTH.

The maximum number of landings to be visited in a month depends on the sampling scheme fixed for you.

If implementing scheme one, then you work 16 … days.
If implementing scheme two, then you work 10 .... days.
If implementing scheme three, then you work 8 … days.

SUCCESS OF THE SURVEY.

This will only come about as a result of adhering to YOUR Sampling Scheme. You must not attempt to substitute selected landings/dates with any other choices of landings/sampling dates of your convenience, as such a thing would introduce gross biases in the result due to distorted procedure.

FILLING THE FORMS.

Form 1 is for the field enumerator for recording data from the sampling units on every sampling day. More than one form can be filled at a particular landing if the enumeration units are many. When this happens, make sure that the page entries are done in order not to lose information.

Form 2 will be used to summarise ALL the information collected on all Form 1's for ALL the landings you have visited in the month.

Form 3 is the FINAL summary form for all Minor Substrata in all Major Strata in the region. It is filled by the office of the RFO after receiving Form 1 and Form 2 from field assistants and supervisors.

SUBMISSION OF COMPLETED FORMS.

This is the responsibility of the RFO. All the Forms 1,2 & 3 should be Submitted to the Statistics Unit at the Headquarters by the month end. A short report must always accompany the statistical data and detailing the procedures of collection and assessment of data quality during the month.

The timely submission of forms and reports will be considered as one of the criteria for granting the Performance Related Allowance.
