The purpose of this phase was to:
Methodology:
Reviewing the synthesis integrating the priority issues coming from the 3 sub-groups, the participants were asked to identifying the emerging and established issues at national level, using the "wave schema" as a tool.
1. First the participants were explained the "Wave schema".
2. Each person had to choose two priority issues for his own country and write them down on a yellow sheet of paper with the name of their country. (one issue per sheet of paper). Participants could vote only for emerging or established trends of priority issues.
3. The yellow sheets of paper were then scotched on a big board of brown paper displaying the categories of the "wave schema".

The "Wave Schema": issue trends
The imagery of the ocean wave is use by the author Alvin Toffler, to describe the trends that were sweeping the history. He divided those trends in four major trends:
Boundary trends - Emerging trends - Established trends - Diminishing trends.
The wave imagery has been used in this workshop to help categorise and to visualise our individual perceptions of actual major trends of priority issues.
