CHAIRMAN (original language Arabic): In the name of God the compassionate, the merciful, we declare this fourth session of the Plenary open.
We shall hear the McDougall Memorial Lecture which will be the 15th in the series, which began with Professor Arnold Toynbee at the 1959 Conference. These lectures commemorate the late Frank Lidgett/ McDougall who played a leading role in the foundation of FAO at the initiation of its objectives.
I now ask the Director-General to introduce this year's McDougall lecture.
