Other Matters Arising from the Report of the Twentieth Session of the Programme Committee ¹

Review of Programmes

137. The Council approved the proposal of the Programme Committee that its review of programmes should be on a programme basis and that a four-year cycle of reviews should be initiated beginning with the first session of the Committee in 1972. It noted that such reviews were provided for in the Committee's terms of reference and would not duplicate in any way the work of other Committees of the Council. It agreed that these reviews greatly facilitated the work of the Council.

André Mayer Fellowships ²

138. The Council was informed of the conclusions of the Programme Committee, and agreed to the abolition of Category B - Research Training Fellowships - for the following reasons:

1. there was now an abundance of good candidates for fellowships in advanced research from developing countries;

2. fellowships in advanced research should, in due season, be related to FAO's overall approach to agricultural research;

3. Governments presently nominating candidates for Category B could equally well include these in their country's programme under UNDP-financed assistance or under other FAO assistance programmes. In fact, it has been found that a number of countries have adopted this approach when notified that their applications for award of Category B André Mayer Fellowships had not been successful;

4. candidates from developing countries have also the opportunity of obtaining fellowships under bilateral programmes, as well as from universities and internationally reputed foundations which provide grants for training and research;

5. this would not only permit FAO to award more fellowships for advanced research programmes but would also considerably raise the standard of the André Mayer Fellowships Programme.

139. It also agreed that there should be no distinction between developed and developing countries the selection of candidates being made exclusively on the basis of their qualifications and capacity for research work and that an equitable geographical distribution of awards should, of course, be attempted.

140. The Council approved the new procedure under which the Director-General would draw special attention to a certain number of research projects which he considered as being of special importance when inviting Member Nations to make nominations. The Organization would be required in this connexion to include in each case a known institution with the necessary facilities for research and with a recognized leader in that field prepared to give guidance in the conduct of this research. The Council recognized, however, that flexibility was advisable in applying this procedure and that the governments would be free to make known those research projects of particular interest to them and to this end propose such candidates they deemed advisable.

Appreciation of the Services of J.C. Nagle

141. The Council wholeheartedly agreed with the sentiments expressed in the Report of the Joint Meeting of the Programme and Finance Committees. Mr. Nagle who had been Chairman of the Finance Committee since November 1961, and who would be retiring after the forthcoming session of the Conference, had rendered invaluable service and guidance to the Council and his presence as Chairman of the Finance Committee at future sessions would be greatly missed.

Date and Place of the Fifty-Eighth Session of the Council ¹

142. The Council decided that its Fifty-Eighth Session would be convened in Rome on Friday 26 November 1971. It also agreed that the session might open on the afternoon of Thursday 25 November 1971, if the Conference were to conclude in time to permit this.
