Annex 1
Terms of Reference of the Mission

The Mission consisting of an economist (who will act as the Mission Leader), two aquaculturists and an engineer, will, in collaboration with officials concerned in the Government of Sri Lanka:

  1. review the past, current and proposed future aquaculture development activities in the public and private sectors;

  2. determine the potential role of fresh, brackish and marine aquaculture in the country, including production targets;

  3. identify the constraints that have adversely affected aquaculture development and policies, and actions that are likely to overcome them;

  4. recommend (a) farming systems to be adopted for achieving socio-economic and production targets and (b) methods of harvesting, handling, processing and marketing of products;

  5. delineate areas/sites for development with rough estimates of investment, manpower and inputs required and the expected production and incomes;

  6. undertake feasibility studies of specific projects, if required;

  7. describe the extension, credit, and marketing organizations to be established or strengthened for supporting aquaculture development activities;

  8. determine appropriate training arrangements for aquaculture manpower required;

  9. ascertain external technical and financial assistance requirements for aquaculture development and provide assistance in formulating relevant project ideas/documents;

  10. prepare a consolidated report, incorporating a master plan for aquaculture development in Sri Lanka, including individual project proposals, as appropriate.
