Background
Some 2 000–3 000 fish ponds have been constructed and stocked with fish in Zambia during the last decades. However, many of these are not productively utilized.
A desk study carried out for the Programme on Aquaculture for Local Community Development pointed out important factors related to cultural, social, economic, environmental, biological and technical conditions for the success and for failure in developing small-scale aquaculture.
Based on the finding of the desk study a survey will be carried out to investigate the underlying factors for success and failure to sustain the production in fish ponds in Zambia. On the one hand, the survey will serve as a field-testing of the desk study to contribute to the development of a methodology for aquaculture in rural development. On the other hand, the survey is intended to provide the Department of Fisheries in Zambia with information and data to be utilized in the future preparation of plans for the development of aquaculture.
Terms of Reference
The consultant will, together with the aquaculturist,
formulate questionnaires for interviews with farmers, extension officers, and government staff, based on the findings of the desk study;
field-test and revise the questionnaires;
formulate a plan for the survey;
participate in the compilation of data and reporting.
Duration
The consultant will visit Zambia during two periods, each of approximately one month. The first visit should preferably take place in August.
Qualifications
The consultant shall have socio-economic knowledge, be familiar with rural development strategies, and have experience with similar surveys in Africa.
