DOMINICA
LEGISLATION
Fees determined by the Minister and payable for every fishing licence. (Fisheries Act, 1987. sect. 14)

AGREEMENTS
Fisheries Agreement between Dominica and EEC of 1993, valid for 3 years renewable
-Financial compensation (which includes fees applicable to determined vessels) = ECU 1 650 000 payable en 3 equal annual instalments.
-Contribution to scientific programmes = ECU 400 000.
-Contribution for awards and training up to ECU 150 000.
-Fees applicable to Community vessels:
-vessels< 30 feet = EC$ 100/vessel/year;
-vessels> 30 feet but < 40 feet = EC$ 150/vessel/year.

LEGISLATION
No foreign fishing licence shall be issued to any foreign fishing vessel unless there is in force an agreement (to which the Government of Dominica is a party) with the Government of the flag state of the vessel or with an association of which the owner or charterer is a member.

LEGISLATION
Local fishing vessel defined as any fishing vessel:
(a) wholly owned by the Government or by any public corporation established by or under any law; or
(b) wholly owned by one or more persons who are citizens of Dominica, or
(c) wholly owned by any company, society, or other association of persons incorporated or established under the laws of Dominica of which at least 51% of the voting shares are held by citizens of Dominica.

DOMINICA LEGISLATION
-Application for a foreign fishing licence shall be made in the prescribed form to the Minister or to a competent regional organization authorized to issue fishing licences. (Sect. 8)
-Licence valid for period of not more than 12 months.
-Licence not transferable.
-Licence may be cancelled or suspended when necessary for proper management of a particular fishery. (Sects. 12 and 15)
-Conditions of fishing licences include:
- General conditions to be prescribed.
- Additional general conditions (e.g., open and closed seasons, prohibited fishing areas, minimum mesh sizes and minimum species sizes).
- Special conditions may be prescribed for the proper management of fisheries. (Sect. 13)

AGREEMENTS
Fisheries Agreement between Dominica and EEC of 1993, valid for 3 years, renewable

-Licences granted to Community vessels registered in French departments of Guadeloupe and Martinique, having less than 30 feet in length and authorized to operate in Dominican fishing zone.
-Number of licences granted for fishing beyond the 12 mile zone: 100 for fishing of pelagic and demersal species from 1 January until 31 December, 50 for pelagic species from 1 January until 30 June; 20 for demersal species from 1 July until 31 December.
-Number of licences granted for fishing within 6-12 mile zone: 30 for fishing of pelagic species 3 months the year.

% = Reports must be made every 3 days for vessels from Norway, Sweden and Faroes when fishing for herring, weekly when fishing for other species .
O = Logbook to be filled out(radio report to be made) after every fishing operation .
* = Country is a part to the South Pacific FFA arrangement which stipulates that licences will not be issued to foreign fishing vessels unless those vessels are listed in good standing on the FFA - maintained regional register of fishing vessels .
