ECUADOR LEGISLATION
-Fishing permits may be issued only to foreign flag vessels of 600 NRT or less.
-Issuing of permits to be suspended when volume of catch threatens local operations or reaches annual maximum catch.
-60 mile coastal zone reserved for local fishing, except for vessels operating under charter or joint venture with local companies.

-Registration valid until 31 December each year.
-Permits valid for one voyage; transhipments are deemed to terminate voyage.
-Transhipments and fishing areas are to be controlled.
-Permits may be obtained from Directorate General of Fisheries or through Consulates abroad. Permits may also be obtained via radio message to accredited agent or representative in Ecuador at least 12 hours prior to entry into Ecuadorian waters; agent must pay fees and show required documents.
-Observers to be permitted on board and given necessary information.
-Transhipments only in designated ports in accordance with specified conditions.

-Foreign fishermen must appoint local agent.

LEGISLATION
-Detailed report of catch to be made, specifying quantities, species, and locations.
Controls
over transit by unlicensed fishing vessels:
-Vessels wishing to pass through waters of 200 mile Ecuadorian zone must, via Naval Radio Station, inform General Directorate of Merchant Marine of the following:
-Intention of undertake innocent passage at least 12 hours in advance.
-Position of vessel prior to entering Ecuadorian waters.
-Date, hour and position of entry.
-Route to be followed, speed of passage, and estimated day and time of exit from Ecuadorian waters.
-Whether or not fish are being carried; if so, weight and species of fish in hold.
-Vessel may not be authorized to carry out any other activity.
-Vessel must report at least 24 hours prior to departure from Ecuadorian waters and may be subject to inspection at any time while in Ecuadorian waters.
