(Council Regulations No. 477/84 of 21 February 1984 and No. 3221/93 of 22 November 1993)	LEGISLATION -Access to the fishing zone only under bilateral agreements with other States or with private institutions. -Agreements must include one or more of the following conditions: -technical training of Sao Tomean citizens; -financing for development of Sao Tomean fishing industry; -payment of fees; -local landing of a percentage of the catch; -carrying Sao Tomean inspectors on board; -recruitment of Sao Tomean citizens among crew members. SAO TOME & PRINCIPE	LEGISLATION -In order to promote optimum utilization of the biological resources of the EEZ, Sao Tome and Principe shall authorize foreign countries to take surplus catch (under bilateral agreement). (Art. 6) (Decree No. 15-78 of 16 June 1978 on extent of territorial sea) -Foreign vessels not permitted to fish in 12 mile territorial sea except with permission of government, to be given only in cases of special interest to the state. (Art. 3) -Fishing permitted only in areas, seasons and hours established by law. (Art. 10) -All vessels must be licensed. Fishing licences valid I year and renewable. (Arts. 18 and 21) (Decree Law No. 68/81 of December 1981) AGREEMENTS Fishery Agreement between EEC and Sao Tome and Principe of 1984 with Protocol of implementation valid for the period 1 June 1993 to 31 May 1996 -Fishing possibilities for the 3 year period: 40 freezer tuna seiners, and 8 tuna pole-liner vessels or surface longliners -EEC to take necessary measures to ensure compliance by its vessels with terms of Agreement and with Regulations. -Three months prior to commencement of fishing operations, EEC authorities to provide list of vessels intended to carry out fishing operations in the next 12 months. -Licence is valid one year renewable, non-transferable (force majeure excepted) and to be held on board at any time. -Vessels to take observers upon request of local authorities. -Tuna seiner owner shall upon request of Sao Tome and Principe's Authorities, take on board Sao Tome and Principe's seamen within the following limits: 3 seamen for entire tuna seiner float and maximum 1 per vessel. -Intemational norms for tuna fishing applicable, as recommended by ICCAT. (Council Regulations No. 477/84 of 21 February 1984 and No. 3221/93 of 22 November 1993)	LEGISLATION -Vessels required to report by radio on entering and leaving the EEZ. -Daily reports required of position and catch (Art. 22) (Decree Law. No. 68/81 of 31 December 1981) AGREEMENTS Fishery Agreement between EEC and Sao Tome and Principe of 1984 with Protocol of implementation valid for the period 1 June 1993 to 31 May 1996 -Vessels to report entry into and departure from zone to the Sao Tome and Principe radio station, giving details regarding quantity of fish on board. -Captain of vessel shall maintain fishing log in prescribed form which shall be transmitted at the end of fishing campaign, within 45 days. (Council Regulations No. 477/84 of 21 February 1984 and No. 3221/93 of 22 November 1993)
