ABSTRACT

The Indian Ocean Fishery Commission held its eleventh session on 17 February 1999 at FAO Headquarters in Rome. The Commission expressed satisfaction with the steps taken by the subsidiary bodies to strengthen their structures and functions and concluded that with these changes, there was no justification for the existence of the Commission. The Commission agreed unanimously to recommend to the FAO Council to abolish the Indian Ocean Fishery Commission.

INTRODUCTION

1. The eleventh session of the Indian Ocean Fishery Commission (IOFC) was held on 17 February 1999, at FAO Headquarters, Rome. The meeting was chaired by Ms Abigail N. Shani of Kenya. The meeting was attended by 15 Members of the Commission. The list of participants is attached as Appendix B.

2. The Commisssion adopted the Agenda shown in Appendix A.The documents placed before the Commission are listed in Appendix C.

FUTURE OF THE COMMISSION

3. The Secretariat introduced document IOFC/99/2, reviewing steps taken by the subsidiary bodies of the Commission to strengthen their structures and functions in conformity with the decision of the FAO Committee on Fisheries (COFI) at its twenty-second Session in 1997 as well as Resolution 13/97 adopted by the FAO Conference at its twenty-ninth Session in November 1997.

4. The Commission noted actions already taken by its subsidiary bodies and:

5. In view of the above developments, the Commission agreed unanimously to recommend to the FAO Council to abolish the Indian Ocean Fishery Commission. The Commission requested the Secretariat to take appropriate action on this matter.

ANY OTHER MATTERS

6. One delegation observed that with the merging of BOBC with APFIC, the responsibility of the Secretariat would increase. It requested FAO to strengthen the APFIC Secretariat in order to carry out its expanded functions more effectively.
