NOTE: This proposal was written before the results of the regional study on Mangroves (Bacon 1991) were available.

BACKGROUND

The study of Dominica's mangroves and other wetlands (swamps and marshes) is relatively new and, until recently, botanists published statements to the effect that mangroves species did not exist in the island. On the contrary, the opposite is true. It is clear that because of the fragility of this ecosystem, its importance in the protection of inland vegetation, its role as a habitat for wild life and as a tourist attraction, there is a need to protect these areas from disappearance. However the Forestry Division has limited information on the exact resources of the island's wetlands.

Except for students of botany, the general public knows very little about the importance of swamps and other wetlands.

The project seeks to amend the existing Forestry Ordinance to include swamps and other wetlands. By the enactment of legislation and its enforcement, the Forestry Division will be better able to demarcate the areas of important swamps and mangroves as protected areas.

The project will use public environmental education to heighten awareness of the importance of swamps and wetlands and the need to preserve them as national monuments.

Where possible Government should seek to acquire the lands which support such ecosystems in order to provide a more effective conservation programme.

The mangrove sites located in Dominica present a departure from the traditional concept of mangrove, and this phenomenon deserves study and research.

IMMEDIATE OBJECTIVES

(a) To highlight the importance of mangroves and other wetlands in Dominica's diverse ecological systems.

(b) To preserve the mangrove ecosystems.

(c) To collect data on the wetland resources of the country in order to protect and manage these resources.

ACTIVITIES

(a) Regional workshops on mangroves to be held in Dominica.
(b) National campaign on importance of swamps and wetlands.
(c) Investigate resources and prepare a list for each habitat.
(d) Acquire lands supporting swamps and other wetlands.
(e) Conduct census on important wildlife species.
(f) Erect visible signposts in areas where mangroves are located.
