PROPOSED METHODOLOGY FOR DEVELOPMENT OF GUIDELINES

This paper is intended as a background discussion document and it is proposed that practical guidelines for development of suitable organizations in the countries of Eastern and Central Europe be developed as a next stage. These guidelines should build on the results of discussions around the issues raised through this paper and may best be done through a workshop process perhaps preceded by or in conjunction with an opportunity for a range of suitable persons to comment on the paper. This could be carried out either solely or partly through an on-line discussion list.
