1. Assess the costs generally involved in fisheries monitoring, control and surveillance.
2. Examine the particular situation of some developing countries with regard to MCS and its support to fishery management.
3. Present estimates of the capital and recurrent costs of different components of MCS systems.
4. Analyze effectiveness and benefits of different MCS systems in particular in developing countries.
5. Write a report entitled “Study into the cost of
MCS” which would be suitable as a contribution to a “Guidelines on
systems for cost-effective monitoring, control and surveillance of
fisheries”.
