WELCOME ADDRESS
GOVERNOR OF SATUL PROVINCE

On this special occasion, I would like to welcome all of you to the Training Course on Seabass Breeding and Culture. It is a great honour for us, the people of Satul, for having such a significant technical training course convened in this city of Satul. We hope that the climate and the friendly spirit of Satul will contribute to the success of this training.

Since fish is an important protein source in this region and is economically significant in terms of employment and generating foreign exchange earnings, considerable attention has been directed to increase fish production, especially through the aquaculture of both freshwater and brackishwater species. It is very important that the fishery sector is given special attention continuously by promoting its development in order to meet not only the need for food but also to provide materials to fulfill the demand of several industries.

As it is already known that the main objective of this training is to promote the transfer of local expertise and increase competence in producing fish seeds to meet the ever-increasing demand for fry, I do hope that the knowledge and experience to be gained from this training will strengthen your capacity for research undertaking; increase knowledge towards fishery research in your respective countries as well as the development of fisheries in the region.

Finally, I hope that during your sojourn here, you will have ample opportunities to enjoy your stay in Satul.

Appendix 4
OPENING REMARKS
HEAD, SATUL BRACKISHWATER FISHERIES STATION

This first International Training Course on Seabass Breeding and Culture convened in Satul Province, Thailand during 1–21 August 1988 was organized by Satul Brackishwater Fisheries Station, Department of Fisheries, in collaboration with the ASEAN/UNDP/FAO Regional Small-Scale Coastal Fisheries Development Project and the Regional Seafarming Development and Demonstration Project executed by FAO.

Participants from six countries, namely; the People's Republic of China, People's Democratic Republic of Korea, Republic of Korea, Indonesia, Malaysia and Singapore, attended the course. The course content gave high emphasis on the artificial fertilization of seabass. The training is also extended to the rearing of newly hatched larvae, fry, fingerling and marketable size fish. These are carried out through class lectures, laboratory and field practice.

The training is designed to give the trainees comprehensive knowledge of seabass rearing from larvae to marketable size. The training staff of the Station will be with you throughout the Course and we hope that learning from each other in the field would strengthen our relationship. I strongly believe that the experience and know-how acquired from this training course would be an important tool of the participants in carrying out their future work and activities in aquaculture development in their respective countries.

The practical work may be hard and tiresome but these are important to each participant. It is hoped that these would enrich your experience and expertise on seabass culture.

On behalf of the Government of Thailand, as well as on my personal behalf, I have great pleasure in welcoming you to the Training Course on Seabass Breeding and Culture convened in this Brackishwater Fisheries Station of Satul. The choice of Satul as the venue of this training course can be said as reflecting the importance of Satul to the coastal aquaculture programme in Thailand.

This training course was jointly organized by the ASEAN/UNDP/FAO Regional Small-Scale Coastal Fisheries Development Project and the Regional Seafarming Development and Demonstration Project. We are privileged to host the Training Course and we appreciate the valuable assistance in the preparation of this significant training course.

Ladies and gentlemen, I hope you do agree with the speech that the Governor of Satul has delivered in which he stated that fish in an important protein source in the region and is economically significant in terms of employment and generating foreign exchange earnings. Hence, to increase fish production, the development of coastal aquaculture through the improvement of methods and technology is needed. This Course is a means to promote aquaculture and transfer of technology.

Distinguished participants, this training course hopefully, would be successful and that after completing this training, you will contribute to the development of coastal aquaculture in your countries in order to increase fish production for domestic consumption and for the region as a whole.

I express the hope that the participants will have ample opportunities to enjoy the many beautiful places during their stay in Satul.

First of all, I would like to congratulate the participants for having been selected to take part in this Training Course on Seabass Breeding and Culture.

This activity is jointly sponsored by the ASEAN/UNDP/FAO Regional Small-Scale Coastal Fisheries Development Project and the Regional Seafarming Development and Demonstration Project both executed by the FAO. The former is headquartered in Manila and the latter in Bangkok.

The objective of this Training Course is to provide hands-on experience and practical knowledge of seabass breeding and culture to enable fish farmers and technicians to develop and expand their respective aquaculture activities in their respective countries using the seabass.

I am sure that in the next three-week period you will pick up the technical and practical know-how there is available in this place. The technology that have been developed here on seabass farming is responsible for the transfer of technology down to grassroots level in aquaculture in Thailand. For this, we are indeed very fortunate that the Government of Thailand has agreed to host this Training Programme. I would like to take this opportunity on behalf of the ASEAN/UNDP/FAO Regional Small-Scale Coastal Fisheries Development Project to express our sincere gratitude to the Royal Thai Department of Fisheries for hosting this Course. To the participants, I hope you would gain the most of what could be learned from our host and in the course of the training period establish communication and rapport among yourselves to serve as a link from now and in the future.
