THE AQUACULTURE AND THE ENVIRONMENT NETWORK IN THE MEDITERRANEAN AREA (EAM)

WORKING GROUP ON LAGOONS MANAGEMENT:
METHODS DEVELOPMENT FOR THE MANAGEMENT OF LAGOONS AND THEIR UTILIZATION FOR AQUACULTURE PURPOSES

HELD IN NADOR CITY (MOROCCO) FROM 5 TO 7 JULY 1994

CONCLUSIONS AND RECOMMENDATIONS

According to the framework of the aquaculture and the environment network established in the Mediterranean area (EAM), a meeting of experts specialised in the developed methods in management of lagoons and their utilization for aquaculture purposes was held in Nador city from the 5th to the 7th of July 1994.

The participant to this meeting have deplored the absence of RAP/RAC (the network coordination Institutes). From the resulting discussions, it appears that:

  1. the lagoons resources represent up to 30% of natural resources in the Mediterranean zone;

  2. these resources are often altered by many activities (recreational activities, water cleaning stations, fishing activities, plants of wastes, etc)

  3. the most sophisticated tools on management strategies such as the hydrodynamic and biological) models. GIS, the teledetection etc…, are not sufficiently exploited for aquaculture development in lagoons.

  4. the cooperation among the Mediterranean countries must be developed following the framwork of the network leading thereby to a global and appropriate management of lagoons and to a rational exploitation of their potentialities in aquaculture fields.

The objectives of the network are mainly: Identification, Evaluation, Exploitation and Preservation of the natural resources.

Therefore, the following activities has been choosen:

I - IDENTIFICATION, EVALUATION OF NATURAL RESOURCES:

  1. - Inventory of existent data on natural resources of lagoons in the Mediterranean countries;
  2. - Choice of utile parameters in the aquaculture and the environment fields;
  3. - Synthesis and evaluation of data;
  4. - Tools identification and methodologies;
  5. - Normalization and standarization of these methodologies

II - EXPLOITATION OF NATURAL RESOURCES

The rational exploitation of lagoons resources involving case studies concerning the principal types of lagoons and aquafarming management methods has been studied by country thus :

III - NATURAL RESOURCES PRESERVATION

It consists in the integration of aquafarming system in the functioning of lagoons ecosystems, with the safeguardation of the resources the preservation of their stability and equilibrium and the lasting role of the ecosystem. For this we have:

-   to define the ecosystem limits (carrying capacity) without causing its degradation:
-   to test and utilize the different methodologies for the prediction of the ecosystem evolution.

ORGANISATION OF THESE ACTIVITIES AND THEIR TIMING OF ACCOMPLISHMENT

In 1994, the topic is to make.

-   The inventory of data and methodologies availables. Each member of the network must primarily make the inventory of availables data and the methodologies applied in his county and send it to the coordinator by the end of 1994

The “Focal point” have to facilitate in gathering the inventories.

In 1995, it is forseen:

-   The organization of a working group (3 days in the month of March in Split. head office of EAM) by 4 to 5 persons whose role is:

-   to choose the utile parameters in the environment and the aquaculture fields on the basis of the inventory made in 1994

-   to evaluate the data missing.

The coordinator of the network have to provide and supply the Working Group of Split. two months in advance before the meeting the overall inventories collected.

The Working Group (3 days in June in Tunisia) has the following missions:

-   Selection, normalization and standarization of methodologies;

-   Preparation of a guidline of methodologies to be applied in the following case studies

-   Case studies (by the end of 1995); consisting in the preparation of scientific documents for the three kings of the objectives defined by the network (Cfll).

The coordinator of the network have to get in touch with the responsible of the choosen area for the application of the case studies.

In 1996, it is forseen the:

• organization of the International symposium whose topic is “aquaculture and lagoons environment” (to be held in Morocco from April to May - for 5 days-).

The symposium agenda is:

-   The organization and functioning of lagoons systems;
-   Aquaculture in lagoons;
-   Environmental interrelations/aquaculture
-   Methodology applied in environmetal system study / aquaculture;
-   Prospectives-Evolution.

The International Committee charged of the organization:

The Internatinal Committee which may be strenghtened with members from other countries; will be assisted in its work by the national committee to be crested.

-   The scientific Committee (to be created) will be in charge of the scientific aspect.

-   A preparatory meeting is to be held in Montpellier city (France, mid 1995)

-   The organization Committee coordinator will identify 4 to 5 other members.

The sympoisum data will be announced by the end of 1994.
