1. INTRODUCTION

The organization of the aquaculture can be viewed under two major aspects, namely: 1) the industry proper, consisting mainly of the private sector undertaking the process of production; and 2) the government sector, in charge of services, administration and management. A discussion of these two sectors, together with their implications and ramifications, will be dealt with in the following sections.
