The government of China pays close attention to the problem of residues of animal drugs in edible animal's products. We have taken the effectual measures to ensure edible animal's products safety and people's health.
Firstly, in the aspect of the construction of the regulation, we are enacting and improving all kinds of laws and regulations progressively. "Rules of Animal Drug's Management" is controlling a series of links of animal drug including production, sale, use, supervision, punishment etc. It stipulates husbandry and veterinarian administrative division above county level is responsible for the administration of animal's drug residual determinations in food.
The Ministry of Agriculture (MOA) issued "The Inventory of Forbidden Animal Drug and Other Chemical Compounds" in 2002, stipulating 21 kinds of forbidden animal drug.
"Emergency notice of investigating and treating production and use of forbidden animal drugs" stipulated the supervision and treatment of forbidden animal drug productions and of its use.
"The Most Limited Quantity of Animal Drug in Edible Animal's Products" stipulates the standard of 109 kinds of animal drugs in edible animal's products. Up until now, China has set up 40 kinds of detection methods to determine residue of animal drugs in food.
The "Plan on Controlling and Supervising the Residue of Animal Drugs in Animal and Edible Animal's Products" and the "Procedure of Taking Samples by Authority" are guiding the supervision and controlling of residues of animal drugs in the domestic market. Formulation and implementation of these regulations have gradually standardized market behaviour and guaranteed animal drug safe use and quality of edible animal's products.
Secondly, in the aspect of control and measure of the residues of animal drugs, we are perfecting the organization, facility and building of contingent constantly. At present, we have already set up two national animal drug and residual determination standard laboratories, six ministerial animal drugs monitoring centres, thirty provincial animal drug residual laboratories. They are responsible for monitoring the domestic market. National Entry and Exit Inspection and Quarantine Bureau have set up drug residual basic laboratories. They mainly undertake the animal drugs residual determination in edible animal's products of imports and exports. All of the laboratories have been constructed according to the standard of 25-1990 guidance of ISO/IEC. They regularly participate in tests at world level and organize tests in coordination and comparison with at home.
Personnel in laboratories can be qualified through the examination of the management expectancy in the laboratories. We adopt the measuring method in the laboratories, such as legal method of Academic Outcomes Assessment Committee, detection method which the Ministry of Agriculture and National Import and Export Inspection and Quarantine Bureau stipulate, routine method and standard method to approve of the trade country, Food and Drug Administration and Food Safety and Inspection Service method. We take samples strictly according to "the Procedure of Taking Samples by Authority" and adopt the standard material that is approved in the world.
Thirdly, in controlling, such department's close cooperation as farming and animal husbandry, industry and commerce, controlling, hygiene, the customs, etc., jointly do a good job of management. Ministry of Agriculture assign the plan of control the residue of animal drug in edible animal's products every year, detailed regulating the unit to undertake the task, working routine, working basis, the way of report, etc. Meanwhile, we will strengthen and clear up the work of the forbidden animal drugs, positively organize and popularize the use of the new variety of animal drug, help and instruct peasants and herdsmen how to scientifically use animal drugs, deal with the units and individuals of illegal producing, importing and exporting, selling animal drug.

The Chinese Government has done a large amount of fruitful work in management, regulation, measuring, controlling of the residue of animal drugs, to guarantee the security of edible animal's products and stabilize and develop export trade of the agricultural. We are accelerating integration with WTO.
