The State Scientific Institution "Institute of Genetics and Cytology" of the National Academy of Sciences of the Republic of Belarus is one of the research institutes of the Department of Biological Sciences, belonging to the National Academy of Sciences of the Republic of Belarus. The Institute of Fisheries and Aquaculture, Varna belongs to the National Center of Agricultural Sciences at the Ministry for Agriculture and Forestry. The Freshwater Fisheries Branch of the institute is situated in Plovdiv and is the leading research center on the field of the freshwater fisheries in Bulgaria.

1. Position in the national R&D system

The University of Dubrovnik is youngest of six Croatian universities and first which is fully organized according to Bologna Convention and new trends in higher education. The Department for Aquaculture is established to execute education activities and RTD projects in the field of aquaculture and coastal zone management. Beside this, University is co-founder (67% ownership) of the Research and development center for Mariculture in Ston, famous for ancient shellfish culture activity. The University is also owner (100%) of "Dalmacijabilje maricultura" limited company producing fish and shellfish in own farms. Through this established system University cooperates with all levels of aquaculture, through fundamental research, education, RTD and business, in Croatia and abroad. The main future trend will be internalization of new aquaculture studies (Bachelor and Master), where we see NACEE establishment as best promoter of the idea.

1. Position in the national research and education system

The Kherson State Agrarian University (KhSAU) is one of the 20 higher agricultural education institutions that belong to the Ministry of Agrarian Policy of Ukraine. It celebrated the 130th anniversary of its founding in September 2004. KhSAU is the leading higher education institution providing professional education in "Aquatic Biological Resources and Aquaculture" for the fisheries of Ukraine. The specialized training takes place at the Faculty of Hydrobiological Resources and Aquaculture, which includes 4 departments (Fish Culture, Ecology, Chemistry, Animal Morphology and Physiology), a problem-oriented research laboratory for optimization of aquatic biological resource utilization and an accredited scientific hydrochemical laboratory. At the Faculty, PhD training is available in 3 specializations ("Ichthyology", "Fish Culture" and "Ecology"), and 9 productive affiliations have been created where practical training of students takes place and scientific research is performed.

Dear NACEE Directors,

The Research Institute for Fisheries, Aquaculture and Irrigation (HAKI) as coordinating institution of the Network of Aquaculture Centres in Central-Eastern Europe will hold the first meeting of NACEE Directors in Szarvas, Hungary between 21-24 November 2004. The meeting is co-organized by the Inland Water Resources and Aquaculture Service, FAO Rome and the FAO Sub-Regional Office Budapest, Hungary. The organisation is also supported by the Ministry of Agriculture and Rural Development of Hungary.

The main objectives of the meeting is to assist the formalisation of the network operation and to identify areas of future actions.

The Meeting will be attended by directors of NACEE member institutions; leading experts of some of the institutions; representatives of FAO Inland Water Resources and Aquaculture Service, FAO Rome; FAO Sub-Regional Office Budapest, Hungary; European Commission, Aquaculture Unit; NACA and the Ministry of Agriculture and Rural Development Budapest, Hungary.

Representatives of the member institutions of NACEE are expected to comment and give recommendations on the objectives, structure and function of the Network and also propose specific thematic areas for expanding cooperation between NACEE members and relavant international organisations and networks. Priority scientific areas should be determined for joint research and exchange programmes and possibilities of funding of NACEE will be discussed.

According to the Program of the Meeting the theme of the 2nd conference day will be the structure and function of NACEE. The future by-law of NACEE will be developed on the basis of the comments and recommendations of the participants during this session. In order to have a fruitful discussion, please look into the proposed themes thoroughly. The list of the themes might not be complete, but we consider them as a good starting point for the discussion. If you have further comments or recommendations on the main issues of NACEE do not hesitate to share your ideas with us. Network of Aquaculture Centers in Central Eastern Europe (NACEE)

Preamble

Central Eastern Europe is an emerging region of Europe, where aquaculture plays an important role in rural development. Tremendous knowledge and experience are available in various aquaculture research institutions in the region, however, there are serious constraints in the R&D field, which hamper the utilisation of research results and the transfer of technologies in the region, with special regard to the less developed areas. These constraints include financial, infrastructural and language factors. The R&D sector in this region is still very far from being integral part of the European Research Area. This is indicated well with the low number of publications in the Aquaculture Magazine (1% between 1991-1996) and the low participation in EAS conferences (about 4% between 1996-2002). There have been efforts to stimulate the better integration of Central-Eastern European institutions and scientists into European-level research programs; however, there is still a long way to go in order to bridge the gap and to eliminate the existing disparities between the R&D spheres in Western and Central-Eastern Europe. The idea of the establishment of a Network of Aquaculture Centers in Central-Eastern Europe (NACEE), expected to contribute to this process, has been developed during the activity of the Central-Eastern European Committee of European Aquaculture Society (EAS).

To develop an informal, flexible, and highly functional network to accomplish significant goals for aquaculture research and development.

Structure and function

The Network is a voluntary association of Central and Eastern European aquaculture institutions in which all members maintain their full independence. Activities are coordinated by the Research Institute for Fisheries, Aquaculture and Irrigation (HAKI) of Hungary. All member institutions assign a liaison person (speaking English and Russian) who is in regular contact with the coordinating institution HAKI. The language of the communication is English and Russian, which means that members can use either English or Russian. Members inform the coordinator about all events, which may count for the interest of other members. The coordinator then distributes the information among the members of the Network. The coordinator also disseminates major information from European organisations and institutions, which may be relevant for members of the Network. The directors of the Network will meet once a year in different member countries. The structure and function of the Network could further be defined and regulated upon the decision of the directors of the member institutions. The need for bylaws or other rules of procedure will be addressed by the Network as needed. New members can join the Network upon the consensus of the directors of member institutions.

The First Meeting of Directors of the Network of Aquaculture Centres in Central-Eastern Europe (NACEE) took place in Szarvas, Hungary, from 21 to 24 November 2004, and was hosted by the Research Institute for Fisheries, Aquaculture and Irrigation (HAKI). The NACEE network membership currently involves 25 institutions from 13 countries of Central and Eastern Europe. During the meeting, representatives of 21 institutions from 12 countries presented their institutions, structure, programmes and activities. The objectives and expectations, basic functions, structure, organizational framework, networking mechanisms, contributions by NACEE members and next programme activities of NACEE were discussed and agreed by the participants. A Founding Document, formalizing the establishment of NACEE, was discussed and signed by the Directors of Member Institutions of NACEE. HAKI at Szarvas was confirmed as the Coordinating Institute of NACEE. During the meeting, NACEE Members were informed of, and invited to contribute to FAO/FIRI's initiatives on the NASOs (National Aquaculture Sector Overviews) and the forthcoming regional and global reviews of aquaculture development trends. It was agreed that the Second Meeting of NACEE Directors should be organized in conjunction with the FAO/NACEE Expert Workshop for the Regional Review of Aquaculture Development Trends in Central and Eastern Europe, and that both meetings would be held from 5 to 9 September 2005 in Astrakhan, Russian Federation.
