Appointment of the director-general

382. The Conference had before it two nominations for the office of Director-General.

383. The Conference, after a secret ballot, appointed Edouard Saouma to the office of Director-General for a period of six years, from 1 January 1988 to 31 December 1993.

384. Pursuant to Rule XXXVI-1(c) GRO, on the recommendation of the General Committee, the Conference adopted the following Resolutions:

Resolution 21/87

APPOINTMENT OF THE DIRECTOR-GENERAL

THE CONFERENCE,

Acting in accordance with Article VII of the Constitution,

Having proceeded to a secret ballot as laid down in Rule XII of the General Rules of the Organization,

1. Declares that Edouard Saouma is appointed to the Office of Director-General, for a period of six years, from 1 January 1988, the term of office expiring on 31 December 1993;

2. Resolves that the salary and allowances of the Director-General shall be determined in accordance with the provisions of Resolution 22/87;

3. Further resolves that the other terms and conditions of service of the Director-General shall be governed by the relevant provisions of the Staff Regulations subject, however, to the provisions of the contract to be signed by the Chairman of the Conference on behalf of the Organization and by the Director-General in accordance with Rule XXXVI. 1(c) of the General Rules of the Organization.

Resolution 22/87

EMOLUMENTS OF THE DIRECTOR-GENERAL

THE CONFERENCE,

Recalling that it had fixed the salary and allowances of the Director-General at its Twenty-first Session in November 1981 in accordance with operative paragraphs 1, 2, 3, and 4 of Resolution 19/81 and that it had subsequently revised the representation allowance of the Director-General to take account of inflation at its Twenty-third Session in November 1985 in accordance with Resolution 15/85,

Considering that the base salary of the Director-General in line with the Salary Scale of the Professional and higher categories in the United Nations System has not changed since 1975, and that the Post Adjustment has been frozen from December 1984 in accordance with Resolution 39/27 of the General Assembly, and noting that there has been a sharp fall in the value of the US dollar vis-à-vis the Italian lira since the time when the representation allowance of the Director-General was last fixed,

Decides that:

1. The Director-General shall continue to receive the same gross annual salary of US$119 429; which represents the net amount of US$78 430 per year at the dependency rate, or US$69 714 at the single rate; post adjustment for one index point US$644 at the dependency rate, or US$573 at the single rate,

2. The representation allowance of the Director-General shall be increased to US$40 000 with effect from 1 January 1988.

Appointment of the independent Chairman of the council

385. The Conference had before it one nomination for the office of Independent Chairman of the Council.

386. The Conference after a secret ballot appointed Mr Lassaad Ben Osman to the office of Independent Chairman of the Council for a period of two years up to the end of the regular session of the Conference to be held in 1989, and adopted the following Resolution:

APPOINTMENT OF THE INDEPENDENT CHAIRMAN OF THE COUNCIL

THE CONFERENCE,

Having proceeded to a secret ballot, in accordance with the provisions of Rule XII of the General Rules of the Organization:

1. Declares that Mr Lassaad Ben Osman is appointed Independent Chairman of the Council for a period of two years, that is until the end of the regular session of the Conference to be held in 1989;

2. Decides that the conditions of appointment including the allowances attached to the office of the Independent Chairman of the Council, shall be as follows:

(a) An annual allowance of the equivalent of US$10 000 to cover the representation expenses and secretarial assistance in the Chairman's home station, on the understanding that the Director-General will provide secretarial assistance when the Chairman attends sessions of the Council or Conference; one-half of the allowance shall be payable in US dollars, the balance being payable, in whole or in part, in the currency of the home country of the Chairman, or in Italian fire, according to his desires;

(b) A per diem allowance at a rate equivalent to that for the Deputy Director-General, while the Chairman is absent from his home station on Council business, the allowance being reduced to US$20 per diem while the Chairman is in travel status on board a common carrier other than by sea;

(c) Travel expenses, including the above per diem allowance, shall be defrayed by the Organization, in conformity with its regulations and existing practice when the Chairman attends sessions of the Council, of the Programme and Finance Committees, of the Conference, or when he is invited by the Council or by the Director-General to travel for other purposes.

387. In accordance with Article 6(c) of the Regulations of the United Nations Joint Staff Pension Fund, the Conference appointed three members and three alternates to the Staff Pension Committee for the period 1 January 1988 to 31 December 1989 as follows:
