责任和包容性
粮农组织致力于改善女性、男性、男童和女童的生活并对他们负责，同时将这一责任置于其应急响应和恢复计划的核心。
责任和包容性涉及的问题包括对受影响人群负责、防止性剥削和性虐待、多样性和包容等。
责任和包容性重点关注受影响社区所有阶层的权利、责任、尊严和安全，确定不同性别、年龄和多样性群体在不同时期内的能力、愿望、限制和独特需求。在实践中，需要发展双向沟通渠道，这对于提供信息以使受影响的人能够就自己的生活做出知情决策至关重要。它还包括鼓励、倾听和处理他们的投诉，并根据他们的反馈调整计划。
另一项重要措施是确保受影响人群能够获得援助，而不必担心遭到任何援助人员的剥削或虐待。总体应对工作包括使人们能够报告或解决性剥削、性虐待和性骚扰问题，而不必担心遭到报复。
粮农组织通过以下方式确保开展以人为本的应对工作，以履行其关于责任和包容性的承诺：
- 机构承诺将责任与包容性纳入所有应急和恢复规划工作的主流
- 与各级主要利益相关方建立伙伴关系并进行协调，以便最大限度地发挥协同作用并促进最佳实践的交流
- 不断提高工作人员和伙伴的认识和能力
- 确保受影响人群参与和被纳入影响其生活的决策
通过加强对受影响人群的责任，粮农组织实现了质量更高、影响更大和更持久的计划。
