灾难是可以预见的。由于技术进步，预警信息比以往任何时候都更加准确和容易获得。粮农组织的前瞻行动方法通过风险分析和预测，在危机升级为人道主义紧急情况之前触发干预措施。这在农业部门尤其重要。对小农来说，留意早期预警信号可避免冲击发展成危机。
