被迫流离失所

被迫流离失所现象旷日持久,亟需可持续的长效对策。面对长期危机的重重挑战,粮农组织围绕人道主义—发展—和平联系不断探索新工作方法,保障被迫流离失所者和东道国当下的需求,同时寻求长期对策。粮农组织在全球被迫流离失所问题较为严重的地区开展工作,为难民、境内流离失所者、返乡者提供支持,保护和重建生计,推动其自力更生和融入当地社区,也为收容社区提供支持,塑造包容性,促进性别平等,加强社会凝聚力。 

当前估计数据显示,难民将平均流离失所20年,境内流离失所者则为10年以上。粮农组织认识到,就被迫流离失所现象制定应对计划时,必须在人道主义援助基础上再向前迈一大步,奋力保障长期发展和长久和平。面向流离失所者和收容社区开展抵御和恢复能力建设,将有助于同时实现人道主义、发展与和平目标。只有当个人、家庭和社会能够抵御冲突、气候变化和其他相互关联的冲击时,人道主义和和平举措才能实现可持续型成果。因此,粮农组织与社区和政府合作,管理危机和适应气候变化,将其负面影响降至最低,为铺就和平与恢复之路奠定基础。只有当个人、家庭和社会有能力保护发展进程免受相关外部冲击破坏时,才是真正着眼长远的长效对策。所以,粮农组织将韧性建设视为被迫流离失所现象应对工作的核心。
