The EPODE International Network (EIN), the world’s largest obesity prevention network with a presence on three continents through 46 member programmes from 29 countries, supports and promotes the deployment and advancement of community-based programmes (CBPs) for obesity and non-communicable disease prevention across the globe through sustainable, multifactorial strategies and the promotion of healthier lifestyles.

With its 3 platforms: scientific, political and public-private, EIN plays a pivotal role between the global leaders and experts in the field of obesity prevention and its own programme members to collectively create a better society through health.

The EPODE methodology, or model, which is a coordinated, capacity-building, approach for communities to help them change the local social norms, behaviours, environment and encourage healthy lifestyles is replicable and transferable to facilitate whole community (teachers, school catering, health professionals, parents, media…) impact and enable social and behavioural change. It is based on multiple components: a positive approach to tackling obesity, with no cultural or societal stigmatisation; step-by-step learning, and an experience of healthy lifestyle habits, tailored to the needs of all socio-economic groups. Through initiatives and sustainable programmes, stakeholders foster and promote healthy lifestyles in families in a sustainable manner.

EPODE IN PRACTICE

In each country or region, EPODE promotes the involvement of a multi-level and multiple stakeholders approach at central level (endorsement from ministries, support from health groups, NGOs, and private partners) and benefits from the expertise and guidance of an independent scientific advisory board that provides general recommendations related to the implementation and the transferability of the methodology in other contexts.

EPODE - A PROVEN METHODOLOGY

For promising results - a decrease in the prevalence of obesity by -10% TO -20% IN EPODE (France), VIASANO (Belgium), JOGG (The Netherlands) in communities that have implemented the EPODE model.

EPODE APPLIED RESEARCH PROJECTS IN EU: EPHE and OPEN

EPHE’s (EPODE for the Promotion of Health Equity 2013-2015) objective is to evaluate the efficiency of EPODE methodology to reduce the health gap in deprived populations in pilot communities in Belgium, Bulgaria, Greece, France, the Netherlands, Portugal and Romania by determining whether the specific tailored interventions have had a positive impact among all populations. EPHE will contribute to the EU Commission’s long-term public health strategies, supporting the sustainability of the CBP approach to obesity prevention and reducing health inequalities across EIN programme members. http://www.ephestory.eu/

OPEN (Obesity Prevention through the EPODE European Network 2014-2016), led in partnership with 13 programmes, 3 Universities and 9 collaborating partners, aims to reduce overweight and obesity-related diseases among children and adolescents, including socially deprived groups by the end of 2016. Through customised best practice sharing, capacity building workshops and practical recommendations from recent research findings, the coordination teams of 13 programmes will be strengthened in scope of action, design, implementation and evaluation methods. This will accelerate behaviour and environmental change to reduce overweight and obesity related diseases among European children and adolescents. http://openprogram.eu/

PPP: a new EU project called EPODE Scaling UP Health Promotion
In order to do our part to address this current crisis, E-PODE SCALING UP HEALTH PROMOTION, will aim to identify, disseminate and promote the uptake of EPODE’s evidence-based and good practices for cost-effective health promotion and NCDs prevention strategies across EU Member States.
This project will build on the evidence-based results from our previous EU Commission co-funded projects:
• EPODE EUROPEAN NETWORK (EEN 2009-2011) http://www.epode-european-network.com/;
• EPODE FOR THE PROMOTION OF HEALTH EQUITY (EPHE 2013-2015) http://ephestory.eu/;
• OBESITY PREVENTION THROUGH THE EUROPEAN NETWORK (OPEN 2014-2016) http://openprogram.eu/
And, around an Innovation Lab to develop and integrate new solutions based on existing Community-Based Programmes (CBP) experiences and needs.
This model will facilitate the mass dissemination and large-scale deployment of E-PODE CBP across all EU Member States at a lower cost by integrating, testing and optimizing strategies in selected communities across Europe through EIN member community-based programmes.

AIMS AND OBJECTIVES OF THE PROJECT (WORKPACKAGES OVERVIEW)
1) The creation of an INNOVATION LAB to develop collaborative solutions to up-scale health promotion through innovation and facilitate large-scale deployment together with the communities and directors of our 3 previous Pan-European projects with the EU Commission’s support (EEN 2009-2011), (EPHE 2013-2015) and (OPEN 2014-2016). The Innovation Lab will be a ‘think tank’ for a multi-stakeholder group of experts from science, technology and business sectors in order for them to find collaborative solutions for the benefit of the existing CBPs . To sustain this innovation lab and raise awareness among and for the youth, the project will create a challenge called ‘ Trigger 4 Change’

2) A focus on the development of tools and innovative strategies in order to disseminate our most current EPHE research findings (*) as widely as possible and in the most sustainable and cost effective manner for the benefit of the disadvantaged populations and teens by identifying and addressing the health inequities within the populations and mapping the needs of the disadvantaged, including migrant groups to promote parenting skills, health literacy etc.

1. Analyse the levers/needs of the evolving disadvantaged populations (including migrants) across EU Member States to reduce health inequalities and increase equity
2. Using tools and methods developed earlier: how do these tools facilitate the impact towards disadvantaged populations?
• Recommendations for local action
• Capacity Building for intervention
• Implementation of actions in communities

3) Assess and Test the New Solutions Locally: these innovative solutions will be applied and tested in the field through applied research in our selected 5 partner programme communities - CBPs in Austria (SALTO), Belgium (VIASANO), Italy (EUROBIS), Romania (SETS), The Netherlands (JOGG) in order to confirm the viability of these solutions and optimise them in these chosen communities through capacity building and scaling up
1. Implementation in the field of the invented tools and strategies, analysis of the feasibility and of obstacles and how to overcome them
2. Evaluation of the relevance of the strategy at the local stakeholders’ level
3. Evaluation of the strategy among the population

4) (ROI: Cost Effectiveness Study) Health Technology Assessment: We will then assessing E-PODE CBP economic impact through a Health Technology Assessment (ROI Cost Effectiveness Study in order to prove CBP sustainability to payers, both public and private. This will be a demonstration that investing in prevention through E-PODE CBP is more cost effective than paying for treatment/care.

5) (‘Go-to-Market’) Transferability of E-PODE: And finally the analysis of levers and dissemination of this new E-PODE model on large-scale across all EU Member States through innovative online and offline strategies beginning with scientific and political channels. This ‘Go-to-market’ strategy will be the E-PODE franchise model for dissemination to governments across the globe to provide risk free prevention strategies and implementation accompaniment.
