General comment: it seems to me important that much more emphasis should be placed on identifying how agroecology can meet food security and food sovereignty needs and the Sustainable Development Goals, how to make this happen through policy, programmes, research, and institutional changes, etc; what are the shortcomings/gaps, and then how best to meet these needs.

Please find below suggested changes to the proposed draft scope - I have made deletions in the proposed scope as scored through lines, and additions are in blue. I have also attached them in track changes.

I also suggest that you look at the book Watts & Williamson, 2015, Replacing Chemicals with Biology: Phasing Out Highly Hazardous Pesticides with Agroecology. https://www.panna.org/sites/default/files/Phasing-Out-HHPs-with-Agroecology.pdf

Chapters 10 and 11 in particular discuss policy needs for implementing agroecology nationally and globally, and this could be useful in further developing the scope of this report.
