The One Health Joint Plan of Action (OH JPA) was developed to help prevent future pandemics and to promote health sustainably through the One Health approach, recognizing the strong interlinkages at intersections of the environment, public health and animal health sectors.

The Joint Plan of Action outlines the commitment of the quadripartite collaboration between FAO, UNEP, WHO and WOAH to collectively advocate for and support the implementation of One Health at all levels and across sectors to tackle interconnected health risks and protect the health of all species.

The OH JPA outlines six action tracks for addressing key health challenges at the human–animal–plant–environment interface. Each element of the planetary crisis - biodiversity loss, pollution and climate change, has impacts on the other, and multiply threats to the health of humans, animals and ecosystems.

Building on the Joint Plan of Action, the quadripartite collaboration has developed an Implementation Guide to provide countries with guidance on how to adopt and adapt the OH JPA through three pathways:

  • Governance, policy, legislation, financing and advocacy
  • Organizational and institutional development, implementation, and sectoral integration
  • Data, evidence, information systems and knowledge exchange

The Guide outlines five steps to national OH JPA implementation, which centre on conducting a situation analysis, establishing or enhancing national multisectoral One Health coordination mechanisms and developing national One Health action plans.

It is designed to be applicable to all countries, regardless of their status of One Health implementation, and acknowledges transdisciplinarity, diversity of stakeholders and inclusivity as guiding principles for One Health implementation.
