The project identified four problem areas that limit progress towards the consolidation of a prosperous, competitive and sustainable rural sector: i) low efficiency in the use of water for irrigation; ii) limited scope of the offer of technical assistance services for family farmers; iii) scarce statistical information on the problem of small-scale livestock farming, and iv) the absence of an updated policy framework for the sustainable development of productive fishing and aquaculture activities.

With the aim of addressing this problem, in 2016 MINAGRI created the Agro Prospero Plan, with which a design process began for the Platform of Services for Rural Agrarian Development (SERVIAGRO) and activities were established to strengthen the Sierra Azul Fund Executing Unit, among others. The Sierra Azul Fund Executing Unit has the general objective of promoting the sustainable management and use of water and soil resources, promoting resilience to climate change on the part of agricultural producers.  While SERVIAGRO intended to integrate, direct and expand the coverage of technical assistance and training services to public agricultural sector and private operators, mainly small and medium-sized producers.

Regarding the fishing sector, sustainable development was promoted through a new public policy for fishing and aquaculture to favor food, income generation and employment, always under responsible use of hydrobiological resources.
