At the top of the list comes effective Joint Planning, Water Finance, Timely Technology, and an enabling environment for Innovation.

On March 23, 2023, FAO held a virtual session at the UN Conference 2023 in cooperation with the League of Arab States. The session aimed to investigate potential acceleration frameworks that use an "All of Society Approach" to overcome current water efficiency and productivity gaps to assist decision-makers in pooling development aids and sustaining the management of water resources. 

 

The session included representatives from the League of Arab states, Ministry of Agriculture of Palestine, Ministry of Water Resources and Irrigation of Egypt, the Arab Network for Environment and Development (RAED) and ICBA who focused on the progress in Goal 6.4 (Sustainable Increase in Water-Use Efficiency) and proposed new integrated governance methods for the achievement of this goal through the advancement of investments in water infrastructure, technology, and innovation.

The main recommendations of the sessions highlighted the urgent need for collaboration between partners to move from info exchange and coordination to effective joint planning. It also made clear that the political will is the underpinning factor for any meaningful improvements which should be coupled with cross-sectoral coordination and policy coherence to advance the sustainable development agenda. Additionally, timely technology transfer and strengthening the enabling environment for innovation are considered vital for facing water scarcity.
